Լրագրող Հասմիկ Համբարձումյանը ֆեյսբուքյան իր էջում գրել է․

Այս երեխայի բազմանդամ՝ 14 հոգանոց ընտանիքն ապրում է ծայրահեղ աղքատության մեջ, սոցիալական լուրջ խնդիրներով ընտանիքի անդամների մի մասն ունի հաշմանդամություն։ Ըստ Ազատության, նրանց օրվա ուտելիքը կարող է լինել թեյը՝ հաց ու պանիրով։

Որտե՞ղ է պետությունը։ Չկա, մատը մատին չի տվել, որ այս ընտանիքը դուրս գա այդ վիճակից։ Սոցիալական նպաստները, եթե դրանք եղել են, հաշիվ չի։ Համակարգերը, որոնք պետք է պաշտպանեին այս խոցելի մարդկանց, չեն աշխատել կամ, եթե աշխատել են, ապա անարդյունավետությունն ակնհայտ է։

Տեղական իշխանությունների և սոցիալական ծառայությունների անգործությունն ակնհայտ է։ Հարցրեք՝ ե՞րբ է վերջին անգամ սոցիալական աշխատողն այցելել այս ընտանիքին։ Հավանաբար չեն հիշի, ինչպես չկարողացավ հստակ բան ասել նախարար Արսեն Թորոսյանը։

Պետությունը ունի կանխավարկածի զգացում։ Ի՞նչ կաներ պետությունը զարգացած երկրներում։ Երեխային կվերցներ, կպահեր խնամքի հաստատությունում, սիրուն, ապահով, իսկ ընտանիքին հնարավորություն կտար ոտքի կանգնել։ Ու երբ ընտանիքն արդեն կլիներ քիչ թե շատ ապահով, երեխային կվերադարձնեին։

Օրինակ՝ Շվեդիայում եթե սոցիալական ծառայությունները ստանում են տեղեկություն, որ երեխան ապրում է վտանգավոր միջավայրում (աղքատություն, անտեսում, ծնողի հաշմանդամություն, սննդի կամ անվտանգության պակաս), նրանց իրավունքն և պարտականությունն է երեխային ժամանակավորապես հեռացնել ընտանիքից։ Երեխան տեղավորվում է խնամատար ընտանիքում (foster care) կամ հատուկ կենտրոնում։ Իսկ ծնողներին տրվում է սոցիալական և հոգեբանական աջակցություն։ Երբ ընտանիքը կայունանում է, երեխան վերադարձվում է տուն։ Այդպիսի համակարգեր աշխատում են նաև Ֆրանսիայում, Մեծ Բրիտանիայում ևն։
