Առաջարկվում է հունվարի 27-ը սահմանել Հայրենիքի պաշտպանության համար զոհվածների հիշատակի օր

«Հայրենիքի պաշտպանության համար զոհվածների հիշատակի հավերժացման մասին» գործող օրենքը սահմանում է, թե ովքեր են հավերժացման ենթակա: Սահմանվում են հայրենիքի պաշտպանության համար զոհվածների հիշատակի հավերժացման հիմնական ձեւերը: Դրանց շարքում է նաեւ հիշարժան օրերի եւ համապետական հիշատակի օրվա ընդունումը, ինչը, ըստ ՀՀ ԱԺ նախագահի տեղակալ Ռուբեն Ռուբինյանի, այս 25 տարիների ընթացքում չի արվել:
Առաջարկվում է «ՀՀ տոների եւ հիշատակի օրերի մասին» օրենքում լրացում կատարել եւ հունվարի 27-ը սահմանել Հայրենիքի պաշտպանության համար զոհվածների հիշատակի օր: Օրենսդրական առաջարկի հեղինակներն են պատգամավորներ Ռուբեն Ռուբինյանն ու Գեղամ Նազարյանը:
Օրինագծի համահեղինակ Ռուբեն Ռուբինյանի գնահատմամբ հունվարի 27-ն է ընտրվել, քանի որ այն որեւէ կոնկրետ ռազմական իրադարձության հետ կապ չունի, բայց ունի որոշակի տրամաբանություն եւ խորհուրդ:
«Ընտրել ենք հունվարի 27-ը՝ որպես Բանակի օրվան՝ հունվարի 28-ին նախորդող օր»,- ընդգծել է ԱԺ փոխնախագահը եւ հավելել, որ հունվարի 28-ին ավանդաբար պաշտոնյաները եւ այլ անձինք այցելում են Եռաբլուր ու օրը սկսում զոհերի հիշատակը հարգելով:
Առաջարկվում է հունվարի 27-ը սահմանել ոչ թե սգո, այլ հիշատակի օր:
«Հայաստան» խմբակցության քարտուղար Արծվիկ Մինասյանը կարծիք է հայտնել, որ այդ օրը Բանակի օրվա հետ է կապվում եւ առաջարկել է առանձին օր նշանակել: ՀՀ ԱԺ փոխնախագահ, օրինագծի համահեղինակ Ռուբեն Ռուբինյանը նշել է, որ մինչեւ երկրորդ ընթերցում ընկած ժամանակահատվածում այլ օր սահմանելու հիմնավորված ու փաստարկված առաջարկ եթե լինի, իրենք պատրաստ են քննարկել:
Հարակից զեկույցում Ալխաս Ղազարյանն առաջարկել է կողմ քվեարկել, իսկ Արդարադատության նախարարի տեղակալ Գեւորգ Քոչարյանն էլ ներկայացրել է Կառավարության դրական դիրքորոշումը:
Հանձնաժողովի նախագահ Վլադիմիր Վարդանյանն առաջարկել է օրվան համահունչ խորհրդանիշ ունենալ:
Հարցը քննարկվել եւ արժանացել է Պետական-իրավական հարցերի մշտական հանձնաժողովի դրական եզրակացությանը:
