Կա սա կանխելու դիվանագիտական, քաղաքական գործիքակազմ, որը կարող է կիրառել միայն պետական շահը սպասարկող իշխանությունը։ Հայաստանում դրա շուրջ պետք է լինի քննարկում՝ ով և ինչպես կարող է կանխել Ալիևի զավթողական ծրագրերը ճիշտ ժամանակին»:
