Շենգավիթի N 143 մանկապարտեզում արձանագրված չարաշահումներիի փաստերով քրեական վարույթ է նախաձեռնվել

«Երևանի հ. 143 մսուր-մանկապարտեզ» ՀՈԱԿ-ում արձանագրված չարաշահումների վերաբերյալ ՀՀ հակակոռուպցիոն կոմիտեում ստացված համապատասխան հաղորդումների հիման վրա նախաձեռնվել է քրեական վարույթ ՀՀ քրեական օրենսգրքի 435-րդ և 436-րդ հոդվածների 1-ին մասերով, ինչպես նաև 256 -րդ հոդվածի 2-րդ մասի 2-րդ կետով։ Վարույթով ներկայումս իրականացվում է նախաքննություն: Այս մասին NEWS.am-ին հայտնեցին Հակակոռուպցիոն կոմիտեից։
Խոսքը Կաշառք ստանալու, կաշառք տալու և իշխանական կամ ծառայողական լիազորությունները կամ դրանցով պայմանավորված ազդեցությունն օգտագործելով՝ վստահված գույքը հափշտակելու հանցակազմերի մասին է։
Ավելի վաղ հայտնել ենք, որ 2024 թվականի հունիս-հուլիս ամիսներին Շենգավիթ վարչական շրջանի աշխատակազմի կողմից իրականացված ուսումնասիրությունների արդյունքում մանկապարտեզում աղաղակող խախտումներ էին բացահայտվել՝ գրանցված մի շարք կեղծ հաստիքներ, աշխատավարձերի եւ երեխաների համար նախատեսված սննդամթերքի յուրացման դեպքեր։ Մանկապարտեզի նկուղում հայտնաբերվել էին արկղեր, որոնցում թաքցված էին թռչնամիս, կարագ, ձեթ, ջեմ եւ այլ մթերքներ, որոնք պարբերաբար դուրս են բերվել մանկապարտեզի տնտեսվարի կողմից: Հնարավոր քրեական պատասխանատվությունից խուսափելու նպատակով՝ Ռուզաննա Դանիելյանը եւ տնտեսվարը ներկայացրել էին ազատման դիմումներ եւ ազատվել աշխատանքից։ Դեռևս այն ժամանակ վարչական շրջանի աշխատակազմը ծնողներին հավաստիացրել էր, որ հետամուտ կլինեն դեպքի լիարժեք բացահայտմանը եւ մեղավորների՝ հատկապես տնօրենի, պատասխանատվության անխուսափելիությանը։ Սակայն բացահայտված չարաշահումները ոչ միայն այդպես էլ իրավական գնահատական չէին ստացել եւ երեխաների սննդի յուրացումների դեպքերը քննության առարկա չէին դարձել, այլ Ռուզաննա Դանիելյանն իր ազատման գործընթացի իրավաչափությունը հասցրել էր վիճարկել քաղաքացիական դատարանում եւ վերականգնել իր «խախտված» աշխատանքային իրավունքը: Քաղաքացիական գործով դատարանը բավարարել էր նախկին տնօրենի հայցը` հաշվի առնելով, որ նա ազատման դիմումից երեք օր անց դիմել էր վարչական շրջանի ղեկավար Ռազմիկ Մկրտչյանին, որպեսզի հետ վերցնի իր դիմումը, սակայն թաղապետը այդ դիմումին ընթացք չի տվել և Դանիելյանի ներկայացրած առաջին դիմումի հիմքով նրան ազատել աշխատանքից։
Շենգավիթ վարչական շրջանի թիվ 143 մանկապարտեզի նախկին տնօրենի վերադարձով մտահոգված ծնողներն ու աշխատակիցները ստորագրահավաք էին կազմակերպել և հոկտեմբերի 27-ին հանցագործության մասին հաղորդում ներկայացրել գլխավոր դատախազ Աննա Վարդապետյանին՝ տեղեկացնելով մանկապարտեզի նախկին ժամանակավոր պաշտոնակատար Ռուզաննա Դանիելյանի պաշտոնավարման ընթաքում տեղի ունեցած չարաշահումների, մանկապարտեզում արձանագրված ակնառու խախտումների մասին իրավապահ մարմիններին ժամանակին պատշաճ հաղորդում չներկայացրած, ինչպես նաև Ռ. Դանիելյանին զբաղեցրած պաշտոնից ազատման գործընթացը ոչ պրոֆեսիոնալ իրականացրած Շենգավիթ վարչական շրջանի աշխատակազմի համապատասխան պաշտոնատար անձանց պատասխանատվության ենթարկելու վերաբերյալ:
Նույն օրը աշխատակիցները և ծնողները դիմել են նաև ՀՀ վարչապետ Նիկոլ Փաշինյանին, Երևանի քաղաքապետ Տիգրան Ավինյանին, Մարդու իրավուքնների պաշտպան Անահիտ Մանասյանին: Շուրջ 270 սան ունեցող Երևանի հ. 143 մսուր-մանկապարտեզի աշխատակիցներից շուրջ 30-ը և ավելի քան 200 ծնողներ միացել են ստորագրահավաքին՝ հայտնելով, որ չեն ցանկանում, որպեսզի նման սկանդալային բացահայտումներից հետո Ռ. Դանիելյանը վերադառնա նախկին աշխատանքին:
Քաղաքապետարանից ծնողներին և աշխատակիցներին հորդորել էին առերևույթ հանցագործության մասին տվյալները ներկայացնել իրավապահ մարմիններին, ինչից հետո մանկապարտեզի աշխատակիցները հանցագործության մասին հաղորդում էին ներկայացրել ՀՀ հակակոռուպցիոն կոմիտե։
