«Мoody’s»-ը «Տաշիր»-ի կառավարման օրոք ՀԷՑ-ին ավելի բարձր վարկանիշ է տվել, քան ՀՀ-ին․ Գաբրիելյան

Աշխարհի ամենահեղինակավոր վարկանիշային ընկերություններից մեկը՝ «Мoody’s»-ը, ավելի բարձր վարկանիշ է տվել Հայաստանի էլեկտրական ցանցերին «Տաշիր»-ի կառավարման օրոք, քան Հայաստանի Հանրապետությանը։ Այս մասին 24News-ի հետ զրույցում նշեց ՀՀ նախկին փոխվարչապետ, տնտեսագետ Վաչե Գաբրիելյանը։
Նույն կազմակերպության կողմից «América Móvil» ընկերությանն ավելի բարձր վարկանիշ է տրվել, քան Մեքսիկային։ «Мoody’s»-ը տվել է վարկանիշ վարկունակության վերաբերյալ և գտել, որ ՀԷՑ-ի ֆինանսական հոսքերի կառավարումը կոնսերվատիվ է և հուսալի։ Ընկերությունը գտել է, որ ավելի բարձր գնահատականիի է արժանի, քան ՀՀ-ն։ Դա վկայում է, որ ՀԷՑ-ը ունեցել է որակյալ կառավարում, որի արդյունքում՝ նաև ավելի բարձր վարկանիշ։ Եթե կազմակերպությունը ունի որոշակի հատկանիշներ, որոնք վկայում են նրա ֆինանսական կայունության և կառավարելիության մասին, ապա նման որոշումները բացառված չեն»,- մեկնաբանեց Գաբրիելյանը։
Անդրադառնալով սեպտեմբերին «Мoody’s»-ի գնահատականին, ըստ որի՝ «Հայաստանի էլեկտրական ցանցեր» ընկերության վարկանիշը՝ հետագա գործունեության կանխատեսումը, «կայունից» դարձել է «բացասական», տնտեսագետն այսպես մեկնաբանեց․
«Վարկանիշի գնահատումը աշխատում է հետևյալ կերպ՝ այն փոխում են, երբ էական փոփոխություններ են լինում վարկունակության վրա, հիմա այնքան մեծ չեն եղել, որ ազդեն, բայց եթե շարունակվի՝ կիջեցնեն, սակայն հիմքերը առայժմ ամուր են, դեռևս չեն իջեցնում․ տրամաբանությունն այդպիսին է»։
Տնտեսագետի մեկնաբանմամբ, «Мoody»’s-ի գնահատականը հուշում է, որ տնտեսական խնդիրներ չեն ունեցել, քանի որ գնահատականը բարձր է։ Իսկ ՀԷՑ-ի հետ կապված գործընթացները տնտեսական քաղաքականության հետ կապված չեն, տրամաբանական չէ տնտեսական չափանիշներ փնտրել։
Ըստ Գաբրիելյանի՝ ֆինանսական օգուտներ պետությունը որևէ կերպ չի ունենա, երբ սեփականազրկում է իրականացնում։
