ԿՏԱԿ-ն արձագանքել է Երևանի թիվ 130 հիմնական դպրոցի մանկավարժների նամակին

ՀՀ կրթության և գիտության նախարար Արմեն Աշոտյանին ուղղված՝ Երևանի Ն. Զարյանի անվան թիվ 130 հիմնական դպրոցի մանկավարժական կոլեկտիվի նամակի առնչությամբ ՀՀ ԿԳՆ Կրթական տեխնոլոգիաների ազգային կենտրոնը հանդես է եկել վարկանիշավորման արդյունքների վերաբերյալ պարզաբանմամբ, որտեղ, ինչպես <<Արմենպրես>>-ին տեղեկացրին ԿԳՆ-ից, մասնավորապես, նշված է:
«Դպրոցի հարգելի՛ տնօրինություն, ուսուցիչներ, աշակերտներ:
Գուցե առաջին հայացքից կարող է տպավորություն ստեղծվել, թե այդ ինչպես եղավ, որ նախորդ տարի առաջատար դիրքեր զբաղեցրած դպրոցը այս տարի մեծ նահանջ է ապրել, սակայն, նախ նշենք, որ դպրոցների վերջնարդյունքները բավականին մոտ են և չնչին տարբերությունը կարող է բերել նման իրավիճակի: Ձեր դպրոցի պարագայում, հայտնում ենք, որ մեկ ցուցանիշի սխալ մուտքագրման պատճառով, այսինքն՝ տեխնիկական սխալի պատճառով, դպրոցը 46-ի փոխարեն հայտնվել է 251-րդ հորիզոնականում։ Հայցելով Ձեր ներողամտությունը՝ տեղեկացնում ենք նաև, որ նմանատիպ սխալների հիմնական պատճառը դպրոցների կողմից վարկանիշավորման հարցաթերթերի անուշադիր լրացումն է։ Մուտքագրման ընթացքում մասնագետները ստիպված են լինում ուղղումներ կատարել գրեթե բոլոր, այսինքն շուրջ 1300 դպրոցների լրացրած հարցաթերթերում։ Մասնավորապես, թիվ 130 դպրոցի հարցաթերթից համակարգ սխալ է մուտքագրվել «43.Տվյալ դպրոցում ուսպլանով նախատեսված ժամաքանակը» ցուցանիշի տվյալը։ Այս ցուցանիշը գտնվում է «Կառավարման արդյունավետություն» բաժնում, որտեղ հստակ նշված է, որ այդ բաժնում թվերը գրվում են ամբողջությամբ, իսկ «,» նշանը կիրառվում է միայն տասնորդական թիվ գրառելիս։ Ձեր մուտքագրողը բոլոր դաշտերը լրացրել է, չհետևելով լրացման ցուցումին (ստորև թիվ 130 դպրոցի լրացված հարցաթերթի նշված բաժինն է), և, մուտքագրողը, մուտքագրման ընթացքում կատարելով ուղղումներ, այսինքն՝ թիվը բազմապատկելով 1000-ով, սխալմամբ նույն գործողությունն է արել նաև ժամաքանակների հետ։ Այստեղից էլ առաջացել է խնդիրը։
Մյուս կողմից դպրոցի դիրքի փոփոխությունը ենթադրում է նաև, որ մյուս դպրոցների ցուցանիշներն են ավելի բարելավվել։ Օրինակ՝ շատ դպրոցներ այս տարի բարելավել են իրենց դիրքերը շնորհիվ տարակարգ ունեցող ուսուցիչների տեսակարար կշռի ավելացման և այլն։
Ինչ վերաբերում է նամակում նշված ցուցանիշներին, ապա նշենք, որ մեթոդաբանությամբ թվերի բացարձակ մեծություններ չեն համեմատվում, այլ համեմատվում են տոկոսային հարաբերությունները, ուստի աշակերտների թվի աճը, դասարանների թվի աճը բացարձակ թվով կարող են մեծ լինել, բայց տոկոսային հարաբերությամբ՝ ի համեմատություն մեկ այլ դպրոցի, կարող է ցածր լինել: Բացի դրանից, մասնակցությունը միջազգային ստուգատեսներին դիտարկվում է որպես դպրոցի ակտիվություն, իսկ այս ցուցանիշի ազդեցությունը շատ փոքր է ընդհանուր վարկ անիշի վրա: Նշենք նաև, որ ԿՏԱԿ-ը անընդհատ փորձում է կատարելագործել վարկանիշավորման մեթոդաբանությունը: Ամեն տարի իրականացվում է մանրակրկիտ վերլուծություն և այս տարի էլ արվելու է այդ նույն աշխատանքը և մեթոդաբանության մեջ բացահայտված թերությունները խմբագրվելու և լրամշակվելու են։
Կրթական տեխնոլոգիաների ազգային կենտրոնը հաջորդ՝ 2016 թվականի վարկանիշավորման համար նախատեսել է մշակել և հրապարակել «Հարցաթերթերի լրացման ուղեցույց-ձեռնարկ», որը կօգնի խուսափել նմանատիպ սխալներից»։
