«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունն առաջարկում է դադարեցնել «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի Ապարանի, Թալինի, Մասիսի, Սևանի, Ճամբարակի, Ստեփանավանի, Դիլիջանի, Արթիկի, Եղվարդի, Սիսիանի և Գորիսի տարածքային ներկայացուցչությունների գործունեությունը։

2002 թվականին Հայաստանի կենտրոնական պետական արխիվների միաձուլման միջոցով ստեղծվեց «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ը, Երևանի և մարզային պետական արխիվների հիման վրա ստեղծվեցին Ազգային արխիվի մասնաճյուղեր, իսկ մարզային պետարխիվների մասնաճյուղերի հիման վրա՝ Ազգային արխիվի ներկայացուցչություններ։ Արդյունքում ստեղծվեց Ազգային արխիվի 41 տարածքային ստորաբաժանում։ Հետագա տարիներին գործառույթների նվազման պատճառով դադարեցվեցին մի շարք ստորաբաժանումների աշխատանքները։ Ազգային արխիվի տարածքային ստորաբաժանումների գործառույթները պայմանականորեն բաժանվում են 2 խմբի։ Առաջինը՝ Հայաստանի Հանրապետության արխիվային հավաքածուի՝ տվյալ տարածաշրջանում ստեղծված փաստաթղթերի համալրումը, հաշվառումը և պահպանումն է, երկրորդը՝ այդ փաստաթղթերի հիման վրա Հայաստանի Հանրապետության պետական և տեղական ինքնակառավարման մարմիններին՝ նրանց վերապահված լիազորությունների իրականացման համար տեղեկությունների տրամադրումը, ինչպես նաև ՀՀ ու օտարերկրյա քաղաքացիներին և իրավաբանական անձանց արխիվային ծառայությունների մատուցումը՝ սոցիալ-իրավական բնույթի արխիվային տեղեկանքների տրամադրմամբ։

Ներկայումս Ազգային արխիվն ունի 9 մարզային մասնաճյուղ և 19 տարածքային ներկայացուցչություն, որոնց մի մասը գտնվում է պետական, մյուսը՝ համայնքային սեփականություն համարվող շենքերում։ Ներկա պահին թե՛ մասնաճյուղերը, թե՛ ներկայացուցչություններն իրականացնում են նույն գործառույթները, աշխատանքների կամ ֆոնդերի ծավալների էական տարբերություններ չկան մասնաճյուղերում և ներկայացուցչություններում։ Ազգային արխիվի մարզային մասնաճյուղերի և տարածքային ներկայացուցչությունների ծանրաբեռնվածության տարբերակված լինելու հանգամանքից ելնելով, նպատակ ունենալով արդյունավետ բաշխելու Ազգային արխիվի ռեսուրսները, փաստաթղթերի պահպանության համար ստեղծելու առավել բարվոք պայմաններ, ինչպես նաև կատարելու ֆինանսական խնայողություններ՝ անհրաժեշտություն է առաջացել իրականացնելու տարածքային ստորաբաժանումների օպտիմալացում և հաստատելու նոր խմբագրությամբ կանոնադրություն:

Այսպիսով՝ Ապարանի և Թալինի ներկայացուցչությունները կմիացվեն Արագածոտնի մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Աշտարակ, Մասիսինը՝ Արարատի մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Արտաշատ, Սևանինը՝ Կոտայքի մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Հրազդան, Ճամբարակինը՝ Վարդենիսի ներկայացուցչությանը՝ փաստաթղթերը տեղափոխելով Վարդենիս, Ստեփանավանի և Դիլիջանի ներկայացուցչությունները կմիացվեն Լոռու և Տավուշի միասնական մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Վանաձոր, Եղվարդինը՝ Չարենցավանի ներկայացուցչությանը՝ փաստաթղթերը տեղափոխելով Չարենցավան, Արթիկինը՝ Մարալիկի ներկայացուցչությանը՝ փաստաթղթերը տեղափոխելով Մարալիկ, Սիսիանինը՝ Վայոց ձորի մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Եղեգնաձոր, Գորիսինը՝ Սյունիքի մասնաճյուղին՝ փաստաթղթերը տեղափոխելով Կապան։

Օպտիմալացման աշխատանքների արդյունքում Ազգային արխիվի բոլոր գործող տարածքային ստորաբաժանումները կվերակազմակերպվեն որպես մասնաճյուղեր՝ անվանվելով ըստ գտնվելու համայնքի։ Կատարված ֆինանսական խնայողությունները (աշխատավարձ և 11 շենքերի պահպանության ծախսեր)՝ տարեկան մոտ 25 միլիոն դրամ, կուղղվի Ազգային արխիվի աշխատակիցների աշխատավարձի բարձրացմանը և տեխնիկական վերազինմանը:
