Կաշառքի դիմաց վարորդական վկայականներ ստանալու բազմաթիվ դեպքեր են բացահայտվել. 13 անձի, այդ թվում՝ Տավուշի մարզի հաշվառման-քննական բաժնի պետի վերաբերյալ քրեական վարույթը դատարանում է

ՀՀ հակակոռուպցիոն կոմիտեում նախաձեռնված քրեական վարույթով իրականացված լայնածավալ օպերատիվ-հետախուզական միջոցառումների, ինչպես նաև ապացուցողական և վարութային այլ գործողությունների արդյունքում հիմնավորվել է, որ ՀՀ ՆԳՆ Տավուշի մարզի հաշվառման-քննական բաժնի պետի պաշտոնը զբաղեցրած անձը, իր ծառայողական լիազորությունները և դրանցով պայմանավորված ազդեցությունն օգտագործելով, տարբեր անձանց օժանդակությամբ, վարորդական վկայական ստանալու նպատակով տեսական և գործնական ձևական քննություններ կազմակերպելու համար մեկ տասնյակից ավելի անձանցից ստացել է ընդհանուր 5.830.000 ՀՀ դրամ կաշառք: Ընդ որում՝ յուրաքանչյուր դեպքում կաշառքի գումարը կազմել է 200.000-ից 550.000 դրամ:
Մասնավորապես՝ վերը նշված բաժնի պետը վարորդական վկայականի համար դիմած քաղաքացիներից ձևական տեսական և գործնական քննություններ ընդունելու շուրջ նախնական համաձայնություն է ձեռք բերել նույն բաժնի մեկ այլ պաշտոնատար անձի հետ։ Արդյունքում՝ վերջինս բաժնի պետի դրդմամբ մի շարք անձանցից ընդունել է ձևական տեսական քննություններ, այն է՝ քննասենյակից դուրս գտնվող տեխնիկական միջոցների կիրառմամբ միացել է քննասենյակում իբր քննություն հանձնողների համակարգիչներն և նրանց մատնացույց արել հարցերի ճիշտ պատասխանները։
Նախաքննությամբ պարզվել է նաև, որ նշված պաշտոնատար անձինք, «օբյեկտիվ» քննություն ընդունելու պատրանք ձևավորելու համար, կաշառք տված մի շարք քաղաքացիների գործնական քննությունները հանձնելու համար նախ նշանակել են բացասական գնահատականներ, իսկ հետագայում՝ որոշ դեպքերում ՀՀ կառավարության որոշման պահանջների խախտմամբ, ընդունել են երկրորդ քննություն և նշանակել դրական գնահատական, որի հիմքով հիշյալ անձանց տրամադրվել են վարորդական վկայականներ:
Տավուշի մարզի հաշվառման-քննական բաժնի պետին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 3-րդ կետով (16 դրվագ), 435-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով, 441-րդ հոդվածի 2-րդ մասի 4-րդ կետով (11 դրվագ) և 46-445-րդ հոդվածի 1-ին մասով (13 դրվագ)։ Նույն բաժնի պաշտոնատար անձին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 441-րդ հոդվածի 2-րդ մասի 4-րդ կետով (11 դրվագ) և 445-րդ հոդվածի 1-ին մասով (13 դրվագ)։ Նրանց նկատմամբ որպես խափանման միջոց է կիրառվել կալանքը։
Մեղադրանքներ են ներկայացվել նաև ՆԳՆ պաշտոնյաներին օժանդակած և վերջիններիս կաշառք տված ևս 20 անձի: Նրանցից 13-ի վերաբերյալ նախաքննությունն ավարտվել է, և քրեական վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են ՀՀ հակակոռուպցիոն դատարան:
ՀՀ հակակոռուպցիոն կոմիտեն տեղեկացնում է, որ մշտադիտարկման տակ է պահում ՀՀ ՆԳՆ բոլոր հաշվառման-քննական բաժիններում վարորդական վկայական տրամադրելու գործընթացների օրինականությունը և զգուշացնում է, որ դրանցում արձանագրված ցանկացած կոռուպցիոն դրսևորում կառույցի կողմից արժանանալու է համարժեք քրեաիրավական գնահատականի՝ օրենքով սահմանված ողջ խստությամբ: Բոլոր քաղաքացիներին հորդորում ենք վարորդական վկայականները ստանալ բացառապես օրինական ճանապարհով, իսկ առերևույթ հանցանքի մասին տեղեկություններ ունենալու դեպքում՝ անմիջապես դիմել ՀՀ հակակոռուպցիոն կոմիտե:
Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
