Աֆրիկյան մայրցամաքում որոշ երկրներ շարունակում են ապրել ներքին քաղաքական ճգնաժամերով, իշխանության համար պայքարով, էթնիկական ու ռեսուրսային հակամարտություններով։ Այս պայմաններում նույնիսկ փոքր բախումները հաճախ ունենում են լայն տարածման վտանգ, հատկապես երբ դրանց մեջ ներգրավվում են արտաքին ուժեր։
Լատինական Ամերիկայում իրավիճակն ընդհանուր առմամբ ավելի կայուն է, սակայն որոշ երկրներում սոցիալական լարվածությունը, տնտեսական ճգնաժամերը և ներքաղաքական բախումները կարող են վերաճել ավելի խորքային կոնֆլիկտների։
