Գիտությունների ազգային ակադեմիան կդառնա հիմնադրամ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել «ՀՀ գիտությունների ազգային ակադեմիա» ՊՈԱԿ-ը «ՀՀ գիտությունների ազգային ակադեմիա» հիմնադրամի վերակազմավորելու մասին» որոշման նախագիծը։
2025 թվականի սեպտեմբերի 11-ին ընդունված և հոկտեմբերի 20-ին ուժի մեջ մտած «Բարձրագույն կրթության և գիտության մասին» ՀՕ-285-Ն օրենքով ուժը կորցրած է ճանաչվել 2011 թվականի ապրիլի 14-ին ընդունված «Հայաստանի Հանրապետության գիտությունների ազգային ակադեմիայի մասին» ՀՕ135-Ն օրենքը։ «Բարձրագույն կրթության և գիտության մասին» օրենքով փոփոխվել է գիտությունների ազգային ակադեմիայի կազմակերպաիրավական ձևը՝ ոչ առևտրային կազմակերպության փոխարեն սահմանվել է հիմնադրամ կազմակերպաիրավական ձևը, դրան համապատասխան փոփոխվել են կառավարման համակարգը, լիազորությունները, խնդիրները և այլն, որը ստեղծում է անհրաժեշտություն կազմակերպության նոր կանոնադրության հաստատման, ժամանակավոր կառավարման մարմինների ձևավորման մինչև օրենքին և կանոնադրության համապատասխան նոր կառավարման մարմինների ձևավորումը։
Մինչև 2025 թվականի հոկտեմբերի 20-ին «Բարձրագույն կրթության և գիտության մասին» օրենքի ուժի մեջ մտնելը գիտությունների ազգային ակադեմիան գործում էր ոչ առևտրային կազմակերպության կազմակերպաիրավական ձևով՝ իր համակարգում ներառելով բազմաթիվ գիտական կազմակերպություններ։ Օրենքի ընդունմամբ կազմակերպության համար սահմանվել է հիմնադրամի կարգավիճակ, նոր գործառույթներ, նոր խնդիրներ, կազմակերպաիրավական ձևին հատուկ փոփոխություններ և այլն։
Նախագծի ընդունմամբ կկարգավորվի կազմակերպության գործունեությունը գործող նորմատիվ իրավական ակտերի և նոր կազմակերպաիրավական ձևի շրջանակներում, այն կապահովվի անհրաժեշտ գույքով։
Նախագծի ընդունման կապակցությամբ պետական կամ ՏԻՄ-երի բյուջեներում եկամուտների և ծախսերի ավելացում կամ նվազեցում չի նախատեսվում:
