ՀՀ ՔԿՀ-ներում 25 հազար ազատազրկված չկա․ Քրեակատարողական ծառայությունը հերքում է

Հայաստանի Հանրապետության արդարադատության նախարարության քրեակատարողական ծառայությունը հերքել է VT Foreign Policy-ի տարածած տեղեկատվությունը, թե իբր Հայաստանի քրեակատարողական հիմնարկներում 10 անգամ ավելի շատ ազատազրկված անձ կա, և նրանց իրական թիվը մոտենում է 25 հազարի։
ՀՀ ԱՆ քրեակատարողական ծառայությունն այդ լուրը հերքող հաղորդագրություն է տարածել, որը ներկայացնում ենք ստորև․
«Անդրադառնալով VT Foreign Policy-ի տարածած ապատեղեկատվությանը և մի շարք լրատվամիջոցների հրապարակումներին՝ իբր Հայաստանի քրեակատարողական հիմնարկներում «տասն անգամ ավելի շատ» ազատազրկված անձ կա, և նրանց իրական թիվը «մոտենում է 25 հազարի», ընդգծում ենք, որ սա Հայաստանի Հանրապետության դեմ հերթական տեղեկատվական արշավն է, և վերոգրյալը չի համապատասխանում իրականությանը:
2025 թվականի նոյեմբերի 24-ի դրությամբ Հայաստանի քրեակատարողական հիմնարկներում պահվում է 1396 դատապարտյալ։ Համեմատության համար նշենք, որ օրինակ՝ 2010 թվականին Հայաստանի քրեակատարողական հիմնարկներում պահվում էր գրեթե երեք անգամ ավելի դատապարտյալ։
Պաշտոնական տվյալները պարբերաբար ներկայացվում են միջազգային կառույցներին ու դիտորդական մարմիններին, ինչպես նաև զետեղվում են Քրեակատարողական ծառայության պաշտոնական կայքում (www.psa.am):
Եվրոպայի խորհրդի տարեկան քրեական վիճակագրության (SPACE I) տվյալների համաձայն՝ 2024 թվականի հունվարի 1-ի դրությամբ յուրաքանչյուր 100,000 բնակչի հաշվարկով Հայաստանի բանտային բնակչության ցուցանիշը կազմում է 82.5 և դասակարգվում է որպես ցածր ցուցանիշ ունեցող երկրների աղյուսակում՝ փաստացի բացառելով նաև գերբեռնվածությունը կամ հնարավոր բեռնվածությունը։
Ինչ վերաբերում է քրեակատարողական հիմնարկներում փաստացի պահվող անձանց թվաքանակի և պահման տեղերի հարաբերակցությանը՝ հարկ է նշել, որ նույն վիճակագրության համապատասխան համեմատական աղյուսակում ևս Հայաստանը դասակարգված է ամենացածր ցուցանիշ ունեցող պետությունների շարքում։
Հայաստանի քրեակատարողական հիմնարկները մշտապես վերահսկվում են դատախազության, Մարդու իրավունքների պաշտպանի, դիտորդական խմբի, միջազգային գործընկերների կողմից, և քրեակատարողական հիմնարկներում առկա խնդիրների, պայմանների, կատարված վերանորոգման և այլ աշխատանքների, բարեփոխումների վերաբերյալ տեղեկատվությունը հնարավոր է ստանալ վերջիններիս, ինչպես նաև Արդարադատության նախարարության և Քրեակատարողական ծառայության պաշտոնական հրապարակումներից»,- ասված է հաղորդագրության մեջ։
Քրեակատարողական ծառայությունը ներկայացրել է նաև ՀՀ ԱՆ քրեակատարողական հիմնարկներում պահվող դատապարտյալների և մահվան դեպքերի վերաբերյալ վիճակագրական տվյալների աղյուսակը։
ՀՀ ԱՆ քրեակատարողական ծառայությունը վերը նշված հրապարակումը տարածած լրատվամիջոցներին խնդրում և հորդորում է զերծ մնալ փաստերն ու իրականությունն ակնհայտ խեղաթյուրող, բացահայտ սուտ պարունակող, հասարակությանը մոլորության մեջ գցող, չճշտված և անգրագետ հրապարակումներ տարածելուց։
