Օտարերկրյա գործակալների մասին օրենքի ընդունման անհրաժեշտության մասին, ֆեյսբուքյան իր էջում գրել է քաղաքագետ Սուրեն Սուրենյանցը։
«Բաքու այցելած մի խումբ «քաղաքացիական» ներկայացուցիչներից մեկը երեկ իրեն թույլ է տվել ծայրահեղ վիրավորական բնորոշումներ՝ պնդելով, թե Հայաստանում, ով դեմ է հայ–ադրբեջանական կամ հայ–թուրքական կարգավորմանը «կամ օտարերկրյա գործակալ է, կամ սրիկա, կամ ապաքաղաքական ապուշ»։
Սա ոչ թե տեսակետ է, այլ՝ կոպիտ և դիտավորյալ մանիպուլյացիա։
Հայաստանում չկա որևէ ուժ, որը դեմ է խաղաղությանը։
Ընդդիմադիր շրջանակները մշտապես շեշտել են, որ չեն մերժում խաղաղության գաղափարը։
Նրանք ընդդիմանում են այն ընթացքին, որը ներկայիս իշխանությունը փորձում է առաջ տանել՝ միակողմանի զիջումների, անվտանգության լուրջ ռիսկերի և պետական շահերի թուլացման հաշվին։
Բաքու մեկնած այդ անձինք որևէ իրավական կամ բարոյական հիմք չունեն խոսելու Հայաստանի հասարակության անունից։
Նրանք․
● չունեն ժողովրդական մանդատ,
● չեն ներկայացնում որևէ հասարակական կամ քաղաքական շերտ,
● ըստ էության, արտահայտում են այն արտաքին կենտրոնների շահերը, որոնց միջոցներով ապահովվում է նրանց գործունեությունը։
Այս իրավիճակում առավել քան հիմնավորված է դառնում «Օտարերկրյա գործակալների մասին» օրենքի ընդունման անհրաժեշտությունը։
Այդ օրենքը չի ծառայում սահմանափակման նպատակին․ դրա իմաստը թափանցիկությունն է և հանրային վստահության վերականգնումը․
● ով է ֆինանսավորում այս կամ այն հանրային գործունեությունը,
● ինչ նպատակներով են իրականացվում ծրագրերը,
● արդյոք դրանք համահունչ են Հայաստանի պետական և հասարակական շահերին։
Եթե որոշ մարդիկ իրենց իրավունք են վերապահում այլոց մեղադրելու «օտար օրակարգերի սպասարկման» մեջ, ապա առաջին հերթին հենց նրանք պետք է բացահայտ և հրապարակային ներկայացնեն իրենց ֆինանսական աղբյուրներն ու հաշվետվությունները։
Հայաստանում խաղաղությանը դեմ որևէ ուժ չկա։
Դեմ են այն քայքայիչ քաղաքականությանը, որը խաղաղության քողածածկույթի տակ ձևավորում է նոր կախվածություններ, նոր վտանգներ և վնասում է պետական շահերին»,-գրել է նա։
