ՅՈՒՆԵՍԿՕ-ի «Մշակութային խաչմերուկ» միջազգային համաժողովն ամփոփվել է Երևանի հռչակագրով

Ամփոփվել է ՅՈՒՆԵՍԿՕ-ի «Մշակութային ինքնարտահայտման ձևերի բազմազանության խրախուսման և պաշտպանության մասին» կոնվենցիայի ընդունման 20-ամյակին նվիրված «Մշակութային խաչմերուկ» միջազգային երկօրյա համաժողովը:

Ամփոփիչ միջոցառմանը ներկա են եղել ԿԳՄՍ նախարարի տեղակալ Արթուր Մարտիրոսյանը և «Մշակութային ինքնարտահայտման ձևերի բազմազանության պաշտպանության և խրախուսման մասին» ՅՈՒՆԵՍԿՕ-ի 2005 թվականի կոնվենցիայի քարտուղար Տուսեն Տիենդրեբիոգոն:

«Այս երկու օրերին միասին խոսեցինք կոնվենցիայի հիմնարար սկզբունքների մասին, կիսվեցինք մեր երկրների փորձով, և իհարկե, անդրադարձանք  կարևոր հարցերի ու խնդիրների, որոնք վերաբերում են արհեստական բանականությանը, արվեստագետների և ստեղծարար ոլորտի զարգացման համար բարենպաստ միջավայրի ձևավորմանը, հեղինակային իրավունքներին և արտակարգ իրավիճակներում մշակույթի գործիչների իրավունքների պաշտպանությունը։ Համոզված եմ՝ այդ հարցերի խելացի լուծումները կնպաստեն կոնվենցիայի առավել արդյունավետ կիրարկմանը: Հավատարիմ մնալով ՀՀ որդեգրած «Խաղաղության խաչմերուկ» սկզբունքին՝ մենք փորձեցինք լինել մշակութային խաչմերուկում՝ հարթակ ստեղծելով նաև ոչ ֆորմալ շփման համար»,- ասել է Արթուր Մարտիրոսյանը:

Նա շնորհակալություն է հայտնել ՅՈՒՆԵՍԿՕ-ի քարտուղարությանը և բոլոր հյուրերին՝ «Մշակութային խաչմերուկ» երևանյան միջազգային համաժողովին մասնակցելու համար։

Կոնվենցիայի քարտուղար Տուսեն Տիենդրեբիոգոն բարձր է գնահատել համաժողովի անցկացումը՝ նշելով, որ այն վկայում է ՀՀ նվիրվածությունը կոնվենցիայի առանցքային գաղափարներին:

«Մշակութային խաչմերուկ» միջազգային համաժողովի ավարտին ընդունվել է «Մշակութային բազմազանության միջոցով դեպի կայուն խաղաղություն» խորագրով Երևանի հռչակագիրը: Այն հաստատում է՝ մշակութային բազմազանությունը մարդկության պատմության և ժառանգության անբաժանելի մասն է, որը նպաստում է փոխադարձ շփումների և կապերի զարգացմանը, կրթությանը և խաղաղության ամրապնդմանը։

Ամրագրվում է նաև, որ մշակութային բազմազանությունը ստեղծում է միջավայր տարբեր ազգերի, մշակույթների, լեզուների, գաղափարների և ավանդույթների փոխազդեցության համար՝  նպաստելով նոր արժեքների ստեղծմանը:

Առանձնակի շեշտվել է նորարարական թվային տեխնոլոգիաների ներուժի ակտիվ օգտագործումը մշակութային բազմազանության պահպանման, տարածման և հանրահռչակման  նպատակով: Կարևորվել է նաև արհեստական բանականության զարգացման և լայն տարածման պայմաններում իրավական կարգավորումների  ամրապնդման և ստեղծագործողների իրավունքների պաշտպանության խնդիրը:

Ընդգծվել է մշակութային բազմազանության միջոցով հանդուրժողականության և մշակութային երկխոսության զարգացման կարևորությունը` հիմնված մշակութային տարբերությունների նկատմամբ հարգանքի, խտրականության բացառման և խաղաղ գործակցության սկզբունքների վրա:

ՅՈՒՆԵՍԿՕ-ի «Մշակութային ինքնարտահայտման ձևերի բազմազանության խրախուսման և պաշտպանության մասին» կոնվենցիայի 20-ամյակին նվիրված «Մշակութային խաչմերուկ» երևանյան միջազգային համաժողովին մասնակցել են մեկ տասնյակից ավելի երկրների պատվիրակություններ, ներկայացուցիչներ ՅՈՒՆԵՍԿՕ-ից և միջազգային տարբեր կառույցներից:
