Տերևների այրման արգելք՝ առանց վերահսկման. հարցերը շատ են, պատասխանները՝ ոչ

Օրեր առաջ իշխանությունները կրկին հիշեցրին՝ ՀՀ «Մթնոլորտային օդի պահպանության մասին» օրենքը արգելում է տերևների, արտադրական կամ այլ տեսակի թափոնների այրումը ինչպես բնակավայրերում, այնպես էլ դրանց շրջակայքում ու չարտոնագրված տարածքներում։
Ըստ էության, սա կարևոր քայլ է՝ հատկապես այն պարագայում, երբ աշնանային սեզոնին օդի աղտոտվածությունը մեծ քաղաքներում զգալիորեն բարձրանում է։
Սակայն այս հայտարարությունից հետո մի քանի հիմնարար հարց մնաց բաց. ո՞ր մարմինն է իրականացնում վերահսկողություն, ինչպե՞ս է անցկացվելու ստուգումը, և արդյո՞ք այդ գործընթացն ընդհանրապես իրագործելի է։
MediaHub-ը օրեր շարունակ փորձեց պարզել՝ ինչ մեխանիզմներով է գործելու արգելքի վերահսկումը, և արդյոք տեսչական մարմինը ունի ռեսուրսներ ու հստակ գործողությունների պլան։ Բայց Բնապահպանության և ընդերքի տեսչական մարմնի պատասխանը այդպես էլ չհասավ։
Այս լռությունն ակամայից բերում է մտահոգիչ ենթադրության․ միգուցե վերահսկողության մեխանիզմ պարզապես չկա, և օրենքի կիրառումը կրկին ձևականության մակարդակում է մնում։
Բացի այդ, հենց քաղաքացիների շրջանում մեծացած հարցերից է՝
ինչպե՞ս է հնարավոր հայտնաբերել բակերում կամ գյուղական տարածքներում տերևներ այրող մարդկանց;
ովքե՞ր են նախատեսվում որպես ստուգող անձնակազմ;
և արդյո՞ք այդ գործընթացը չի վերածվի ընտրովի կամ անկանոն կիրառվող տուգանային պրակտիկայի։
Մինչդեռ տուգանքների չափերը հստակ են և պատրաստ՝ կիրառման համար․ 50 000 դրամ՝ քաղաքացիների, 200 000 դրամ՝ պաշտոնատար անձանց համար։
Այս իրավիճակում ստացվում է մի անհամաչափ պատկեր․ պետությունը պատրաստ է տուգանել, բայց պարզ չէ՝ ինչպես է վերահսկելու արգելքը։ Քաղաքացիներն էլ շարունակում են ապրել այն իրականությունում, որտեղ աշնանային սեզոնի ամենօրյա սմոգը և այրման հոտը կրկին ներկա են, իսկ վերահսկող մարմինը՝ անհասանելի։ Առանց հստակ արձագանքների ու գործողությունների այս արգելքը վտանգ ունի մնալու ոչ թե էկոլոգիական իրական լուծում, այլ հերթական վարչական հայտարարություն, որը շրջանցվում է հենց իր անգործունակության պատճառով։
