Ինչո՞ւ փակվեց Մինսկի խումբը

ԵԱՀԿ նախարարների խորհուրդը որոշում է ընդունել 1992 թ․-ին ստեղծված Մինսկի խումբն ու հարակից կառույցները լուծարելու մասին։ ԵԱՀԿ Մինսկի խումբը միակ միջազգային կառույցն էր, որը զբաղվում էր ղարաբաղյան հակամարտության կարգավորմամբ։ Ռուս-ուկրաինական պատերազմի և համանախագահող երկրներ ԱՄՆ-ի, Ֆրանսիայի և ՌԴ միջև առկա տարաձայնությունների ֆոնին 2022 թ․-ի փետրվարից սկսած խումբը փաստացի չէր գործում։
Թե ինչի համար կայացվեց նման որոշում, փորձեցինք պարզել քաղաքագետ Գարիկ Քեռյանից, ով էլ մեզ հետ զրույցում նշեց, որ Մինսկի խումբի լուծարումը հայ-ադրբեջանական հարաբերությունների խաղաղ կարգավորման գործընթացում Ադրբեջանի կողմից ներկայացված հերթական նախապայմանն է։
«Ադրբեջանը առաջին հերթին դրեց Մինսկի խմբի լուծարման հարցը, որովհետև շատ լավ հասկանում էր, որ ամբողջ դիվանագիտական ու քաղաքական հանրությունը գիտի՝ քանի դեռ կա միջազգային ձևաչափով որևիցե խնդիր, ինչը երկողմանի չի փակվել, ցանկացած պահի դա կարող է նորից վերականգնվել ու շարունակել իր գործունեությունը»,- հավելեց քաղաքագետը։
Նրա խոսքով՝ հակամարտության կարգավորման առաջին բաղադրիչն Ադրբեջանի համար հայկական կողմի ընդունումն էր, որ Ղարաբաղի հետ կապված հարցեր չլինեն, տարածքային վեճ չլինի և այլն։
Հիշեցնենք, որ խմբի լուծարման որոշումն ընդունվել է ԵԱՀԿ բոլոր 57 մասնակից պետությունների փոխհամաձայնությամբ։ Մինչև դեկտեմբերի 1-ը պետք է շարունակվեին լուծարման գործընթացի հետ կապված վարչական գործառույթները, օրինակ՝ գրասենյակների սարքավորումների հանձնումը։
