ՀՀ-ում հաշվառված տրանսպորտային միջոցներով ճանապարհային երթևեկության կանոնների խախտում կատարած օտարերկրացիները տուգանքը կվճարեն սահմանին

Ազգային ժողովը դեկտեմբերի 4-ի հերթական նիստում առաջին ընթերցմամբ քննարկել է ««Տեսանկարահանող կամ լուսանկարահանող սարքերով հայտնաբերված ճանապարհային երթևեկության կանոնների խախտումների վերաբերյալ գործերով իրականացվող վարչական վարույթի առանձնահատկությունների մասին» օրենքում լրացումներ կատարելու մասին» օրենքի նախագիծը, որը ներկայացրել է ՆԳ նախարարի տեղակալ Արմեն Ղազարյանը:
Փոխնախարարը նշել է, որ օրենքի 7.1-ին հոդվածը նախատեսում է Հայաստանում չհաշվառված տրանսպորտային միջոցներով կատարված իրավախախտումների գործերով վարույթի առանձնահատկությունները:
Արմեն Ղազարյանի խոսքով եթե օտարերկրացին Հայաստանի Հանրապետությունում չհաշվառված տրանսպորտային միջոցներով կատարում է իրավախախտում ՀՀ տարածքում, ապա նա նույնականացվում է և իր կողմից կատարված վարչական տուգանքի մասով ծանուցում է ստանում ու հնարավորություն ունենում վարչական տուգանքը վճարել և մարել սահմանին: Ներկայում նման հնարավորություն առկա չէ այն պարագայում, երբ օտարերկրացին նման իրավախախտում կատարում է ՀՀ-ում հաշվառված տրանսպորտային միջոցներով:
Հիմնական զեկուցողը հայտնել է, որ առաջարկվող փոփոխությունն առնչվում է հենց այս դրույթին: «Առաջարկում ենք՝ եթե ՀՀ-ում հաշվառված տրանսպորտային միջոցներով օտարերկրացին կատարի ճանապարհային երթևեկության կանոնների խախտում ՀՀ-ում, ապա այդ տուգանքները նրան եւս ծանուցվեն, և նա տուգանքը կարողանա վճարել և մարել սահմանին»,- ասել է Արմեն Ղազարյանը:
Նշվել է, որ նախագծի ընդունման դեպքում պետական բյուջեում ակնկալվում է եկամուտների ավելացում, քանի որ Հայաստանի Հանրապետությունը տարեկան կխնայի մոտ 90.000.000 ՀՀ դրամ:
