Ստորև ներկայացնում ենք Սլովակիայի Ազգային Խորհրդի պատգամավոր, ԱԽ առաջին նախագահ պարոն Ֆրանտիշեկ Միկլոշկոյի հայտարարությունը, հասցեագրված ԱԽ նախագահին և Սլովակիայի պառլամենտին։

Հարգելի պարոն Սլովակիայի Հանրապետության Ազգային Խորհրդի նախագահ,
Որպես Սլովակիայի Հանրապետության Ազգային Խորհրդի անդամ, դիմում եմ Ձեզ մարդու իրավունքների և, մասնավորապես, կրոնական ազատության հարգանքի հարցի վերաբերյալ Հայաստանի Հանրապետությունում: Հայաստանի Հանրապետությունը բազմիցս արտահայտել է իր հետաքրքրությունը Եվրոպական Միությանը և նաև Եվրոպայի Խորհրդին անդամակցելու հարցում: Այդպիսով, այն պարտավորվել է պահպանել Մարդու իրավունքների եվրոպական կոնվենցիան (հրամանագիր 209/1992 ժողովածու): Սակայն գործնական քաղաքականության մեջ Հայաստանի ներկայիս կառավարությունը չի կատարում Մարդու իրավունքների եվրոպական կոնվենցիայի պարտավորությունները, ինչպես նաև 1948 թվականին ՄԱԿ-ի Գլխավոր ասամբլեայի կողմից ընդունված Մարդու իրավունքների համընդհանուր հռչակագրի պարտավորությունները։
Չորս ամսից ավելի է, ինչ Հայ Առաքելական եկեղեցու արքեպիսկոպոսներ` Բագրատ Գալստանյանը, Միքայել Աջապահյանը, Արշակ Խաչատրյանը և եպիսկոպոս Մկրտիչ Պռոշյանը նախնական կալանքի տակ են գտնվում Հայաստանում։ Հայաստանի ներկայիս վարչապետ Նիկոլ Փաշինյանը հայտնվել է իր երկրում քաղաքական խնդիրների մեջ և թիրախավորում է Հայ Առաքելական եկեղեցու բարձրաստիճան պաշտոնյաներին։ Դեկտեմբերի 17-ին համազգեստով և քաղաքացիական հագուստով հազարավոր անվտանգության աշխատակիցներ ներխուժեցին Հայ Առաքելական եկեղեցու Սուրբ Էջմիածնի կենտրոնական եկեղեցի, երբ Եկեղեցու Գերագույն Առաջնորդ Գարեգին II-ը այնտեղ պատարագ էր մատուցում։ Հազարավոր հավատացյալներ անմիջապես հավաքվեցին եկեղեցում և նրա շուրջը՝ պաշտպանելու իրենց եկեղեցու առաջնորդին։
Վերջերս Հայ Առաքելական եկեղեցու առաջնորդի և նրա մյուս բարձրաստիճան պաշտոնյաների դեմ նմանատիպ սադրանքները հազվադեպ չեն եղել Հայաստանում։
Մարդու իրավունքների եվրոպական կոնվենցիայի 5-րդ հոդվածը երաշխավորում է ազատության և անվտանգության իրավունքը, 9-րդ հոդվածը՝ մտքի, խղճի և կրոնի ազատության իրավունքը, 10-րդ հոդվածը՝ խոսքի ազատության իրավունքը: Նմանատիպ իրավունքներ երաշխավորված են նաև Մարդու իրավունքների համընդհանուր հռչակագրով։
Մի կողմից, Հայաստանի կառավարությունը հետաքրքրություն է հայտնում Եվրոպական Միությանը միանալու հարցում, բայց մյուս կողմից, այն չի կատարում նման անդամակցության հետ կապված պարտավորությունները։
Հարգելի պարոն նախագահ, առաջարկում եմ, որ Դուք ՀՀ խորհրդարանի նախագահի ուշադրությունը հրավիրեք վերոնշյալ պարտավորությունների վրա և միևնույն ժամանակ խնդրեք նրան բացատրել Հայ Առաքելական եկեղեցու երեք արքեպիսկոպոսների ձերբակալության և այս տարվա դեկտեմբերի 17-ին Գարեգին II կաթողիկոսի պատարագին հայկական անվտանգության ուժերի ներկայության պատճառները։
