ՄԱԿ-ը դատապարտել է ԱՄՆ ձեռնարկած Վենեսուելայի ծովային շրջափակումը

ՄԱԿ-ի մարդու իրավունքների չորս փորձագետներ չորեքշաբթի դատապարտել են ԱՄՆ ձեռնարկած Վենեսուելայի մասնակի ծովային շրջափակումը՝ այն անվանելով անօրինական զինված ագրեսիա և ԱՄՆ Կոնգրեսին միջամտելու կոչ անելով, հաղորդում է Ֆրանսպրես գործակալությունը։
ԱՄՆ-ը խոշոր ռազմական ուժեր է տեղակայել Կարիբյան ավազանում և վերջերս նավթատարներ է խլել՝ Վենեսուելայի նավերի ռազմածովային շրջափակման շրջանակում, որոնք, նրանց կարծիքով, պատժամիջոցների են ենթարկվում։
«Միակողմանի պատժամիջոցներ կիրառել զինված շրջափակման միջոցով ոչ մի իրավունք չկա»,- նշել են ՄԱԿ-ի փորձագետները համատեղ հայտարարության մեջ։ Շրջափակումը մեկ այլ երկրի դեմ ՄԱԿ-ի կանոնադրությամբ արգելված ռազմական ուժի կիրառում է, հավելել են նրանք։
«Այդ ուժի կիրառումն այնքան լուրջ է, որ այն նաև ուղղակիորեն կազմում է անօրինական զինված ագրեսիա՝ ըստ Գլխավոր ասամբլեայի 1974 թվականին ընդունած ագրեսիայի սահմանման,- նշել են փորձագետները։ -Որպես այդպիսին, դա զինված հարձակում է՝ ըստ Կանոնադրության 51-րդ հոդվածի, որը, սկզբունքորեն, տուժած պետությանը ինքնապաշտպանության իրավունք է տալիս»։
ԱՄՆ նախագահ Դոնալդ Թրամփը Վենեսուելային մեղադրում է նավթը՝ հարավամերիկյան երկրի հիմնական ռեսուրսը, օգտագործելու մեջ՝ «նարկոտեռորիզմը, մարդկանց թրաֆիքինգը, սպանությունները և առևանգումները» ֆինանսավորելու համար։ Կարակասը հերքում է թմրանյութերի ապօրինի շրջանառությանը որևէ մասնակցություն։
Երկիրը շեշտում է, որ Վաշինգտոնը ձգտում է տապալել իր նախագահ Նիկոլաս Մադուրոյին՝ աշխարհի խոշորագույն վենեսուելական նավթային պաշարները զավթելու համար։
Սեպտեմբերից ի վեր ԱՄՆ ուժերը տասնյակ ավիահարվածներ են հասցրել այն նավերին, որոնք, ըստ Վաշինգտոնի, թմրանյութեր էին տեղափոխում՝ առանց ապացույցներ ներկայացնելու։ Ավելի քան 100 մարդ է զոհվել։
