Մարդու իրավունքների պաշտպանությունը բարձր առաքելություն է, որը շատ կարևոր նշանակություն ունի երկրի զարգացման գործում: Այս մասին պետաիրավական հարցերի մշտական հանձնաժողովում ԱԺ-ին Մարդու իրավունքների պաշտպանի թեկնածու ներկայացնելու հարցի քննարկման ժամանակ ասաց Արման Թաթոյանը, ում թեկնածությունը ՄԻՊ-ի պաշտոնում առաջադրել է ՀՀԿ խմբակցությունը: «Մարդու իրավ ունքների պաշտպանության հարցում առաջնային եմ համարում անհատական բողոքների քննարկումն ու բարձրացված հարցերին լուծումներ առաջարկելը:  Երկրորդը կարևոր հանգամանքը կանխարգելիչ գործունեությունն է:  Այն պետք է իրականացվի մոնիթորինգային այցելությունների ու համակարգային փոփոխություններ առաջարկելու միջոցով: Այս երկու ուղղությունները պետք է լրացնեն միմյանց, իսկ Մարդու իրավունքների պաշտպանը պետք է այս սկզբունքով առաջնորդվի»,- նշեց Թաթոյանը:

Նա հավելեց, որ Մարդու իրավունքների պաշտպանը պետք է աշխատի առաջին հերթին անաչառության ու բացարձակ հավասարության սկզբունքների վրա: «Սա չի նշանակում, որ պաշտպանը չպետք է առանձահատուկ ուշադրություն դարձնի առանձին խմբերի վրա,   օրինակ՝ զինծառայողների, փախստականների, կալանավորների խնդիրներին: Իր գործունեության  ընթացքում պաշտպանը պետք է որդեգրի երկխոսության ճանապարհը, որովհետև դա այն ինստիտուտն է, որը, վեր լինելով գործադիր, օրենսդիր դատական իշխանություններից, կարող է կապող օղակ հանդիսանալ բոլորի համար»,- մանրամասնեց Թաթոյանը:

Արման Թաթյանը կարևորում է պաշտպանի անհանդուրժողսկաանությունը մարդու իրավունքների ցանկացած խախտման նկատմամբ: Նրա խոսքով՝ Օմբուդսմենը պետք է քննադատի, սակայն քննադատությունները չպետք է լինեն ինքնանպատակ, դրանք պետք է լուծումներ առաջարկեն, որպեսզի հնարավոր լինի երկրում կանխարգելել մարդու իրավունքների համակարգային խախտումները:

ՄԻՊ-ի գործունեության ընթացքում Արման Թաթոյանը կարևորում է նաև հաշվետվողականություն ու արձանագրված խախտումներին արագ արձագանքելու կարողությունը:

Արման Թաթոյանն Ազգային ժողովի պետաիրավական հարցերով մշտական հանձնաժողովում ՀՀԿ խմբակցության թեկնածուն է: Հանձնաժողովը քննարկում էթեկնածուին Ազգային ժողով ներկայացնելու հարցը: Ազգային ժողովին ներկայացնելու համար ՄԻՊ-ի թեկնածուին հանձնաժողովի անդամները կընտրեն ձայների 3/5հարաբերակցությամբ: ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովն ունի 12 անդամ, որից 6-ը ներկայացնում են ՀՀԿ խմբակցությունը:
