Արթուր Դանիելյանը ֆեյսբուքյան իր էջում գրել է․
 
Ադրբեջանը մեծացրել է ռազմական բյուջեն, իսկ Հայաստանը՝ նույն ժամանակահատվածի համար նվազեցրել պաշտպանական ծախսերը։ Սա պարզապես թվերի համեմատություն չէ․ սա քաղաքական ուղերձ է, որն ուղղված է թե՛ ներսին, թե՛ դրսին։
 
Երբ մի պետություն հետևողականորեն ավելացնում է ռազմական ծախսերը, այն ազդարարում է ուժի կիրառման պատրաստակամություն և քաղաքական կամք։ Երբ մյուսը՝ նվազեցնում է, ընկալվում է որպես ռազմավարական նահանջ, անկախ այն բանից, թե ինչ ձևակերպումներով է ներկայացվում հանրությանը։
Պաշտպանական ծախսերի կրճատումը չի նշանակում խաղաղություն։ Պատմությունն արդեն ցույց է տվել, որ խաղաղությունը չի ձևավորվում միակողմանի զիջումների կամ ինքնախաբեության միջոցով։ Այն կառուցվում է ուժերի հավասարակշռության, ազգային համարժեք դիմադրողականության և պետական ինստիտուտների ամրության վրա։
 
Այս ֆոնին հարցը պարզ է․
ո՞րն է Հայաստանի ռազմավարական նպատակը օրվա իշխանության պատկերացմամբ։
Անվտանգ պետությո՞ւն, թե՞ անվտանգային պատասխանատվությունից նահանջ։
 
Պետության հիմնական պարտականությունը սեփական քաղաքացիների անվտանգությունն է։ Ցանկացած իշխանություն, որն այդ պարտականությունը ստորադասում է կարճաժամկետ քաղաքական հաշվարկներին կամ արտաքին գթասրտության սպասումներին, վտանգում է պետության ապագան։
 
Հայաստանին անհրաժեշտ է ուժեղ առաջնորդ, ով ոչ միայն խորությամբ գիտակցում է գոյաբանական մարտահրավերները այլ նաև այդ ուղղությամբ կատարում է գործուն քայլեր, այլ ոչ թուլության ցուցադրում՝ որպես անվտանգության գրավական։
