Հանրապետության նախագահ Վահագն Խաչատուրյանը մասնակցել և ողջույնի խոսքով հանդես է եկել Դատական իշխանության օրվան նվիրված միջոցառմանը:
«Ժողովրդավարական պետության կենսունակությունը պայմանավորված է ոչ միայն քաղաքական ինստիտուտների առկայությամբ, այլ դրանց իրական արդյունավետությամբ։ Այդ համակարգի առանցքում գտնվում է դատական իշխանությունը՝ որպես սահմանադրական կարգի պահպանման և իրավունքի գերակայության գլխավոր երաշխավոր։
Սահմանադրությունը իրավական պետության հիմքն է, իսկ դատական իշխանությունը՝ այն մեխանիզմը, որի միջոցով այդ հիմքը վերածվում է կենդանի իրականության։ Դատարանների անկախությունը և անաչառությունը ժողովրդավարության ձևական հատկանիշ չեն, այլ դրա բովանդակային էությունը։ Առանց անկախ դատարանների անհնար է ինչպես քաղաքացու իրավունքների պաշտպանությունը, այնպես էլ հանրային վստահությունը պետական համակարգի նկատմամբ։
Դատական իշխանության նկատմամբ վստահությունը ձևավորվում է այն ժամանակ, երբ արդարադատությունը ոչ միայն իրականացվում է, այլ նաև ընկալվում է որպես արդար, մատչելի և թափանցիկ։ Այդ վստահությունն է, որ կապում է քաղաքացուն պետության հետ և ամրապնդում իրավական պետության հիմքերը։
Դատական իշխանության անկախությունը սահմանադրական արժեք է և միաժամանակ բարձր պատասխանատվություն։ Այն պահանջում է, որ դատավորը յուրաքանչյուր որոշում կայացնի բացառապես օրենքի և սեփական խղճի հիման վրա՝ զերծ մնալով ցանկացած ազդեցությունից։ Այդ սկզբունքի պահպանումը վճռորոշ նշանակություն ունի ողջ պետական համակարգի հավասարակշռության համար։
Այս օրը նաև առիթ է գնահատելու դատական համակարգի ներկայացուցիչների կատարած ծառայությունը։ Ձեր աշխատանքը կարևոր դեր ունի Հայաստանում իրավունքի գերակայության և ժողովրդավարական պետականության ամրապնդման գործում։
