Սկանդալային փաստաթուղթ․ Փաշինյանը «հույժ գաղտնի» որոշմամբ շուրջ 3 միլիարդ բաժանել է իշխանականներին

«Իշխանություն» լրատվականի ձեռքի տակ է հայտնվել Նիկոլ Փաշինյանի ստորագրությամբ «հույժ գաղտնի» փաստաթուղթ, որը ընտրություններից առաջ թաքցվում է հանրությունից։ Փաստաթուղթ, որը որևէ կապ չունի պետության անվտանգության հետ, սակայն դրա 8-րդ կետում նշվում է «հույժ գաղտնի»։
 
Խոսքը պետական բյուջեի խրախուսման ֆոնդից շուրջ 3 միլիարդ դրամի դուրսգրման մասին է, որը մեկ ստորագրությամբ ուղղվել է իշխանական վերնախավին, որպես պարգևատրում, եւ որը ստացել են 13-րդ աշխատավարձի հետ միասին։
 
Այս որոշումը կայացվել է համատարած թանկացումների, 80 հազար դրամ աշխատավարձով գոյատևող քաղաքացիների, 36 հազար դրամ թոշակ ստացող տատիկ-պապիկների և խորացող սոցիալական աղքատության պայմաններում։ Օրենքով ձևակերպված, սակայն բարոյապես անընդունելի այս գործընթացը իրականացվել է քաղաքացիների հարկերով՝ հենց քաղաքացիների հաշվին։
 
Մեր ձեռքի տակ հայտնված փաստաթղթով միլիոններ են ստացել գրեթե բոլոր առանցքային պետական մարմիններում՝ Ֆինանսների, Պաշտպանության, Առողջապահության, Արդարադատության, Արտաքին գործերի, Ներքին գործերի, ԿԳՄՍ, Էկոնոմիկայի, ԲՏԱ նախարարություններում, ՊԵԿ-ում, Կադաստրում և այլ կառույցներում։
 
Պարգևատրվել են ոչ միայն նախարարներն ու փոխնախարարները, այլև վարչությունների և բաժինների ղեկավարները, իսկ որոշ դեպքերում՝ նախարարների խոսնակներն ու անգամ վարորդները։
Այսպես, բաժնի պետերը ստացել են մոտ 1,5–2 միլիոն դրամ, վարչության պետերը՝ 2,5–3 միլիոն դրամ, փոխնախարարները՝ 3,5–4,5 միլիոն դրամ, իսկ նախարարները՝ մինչև 6–7 միլիոն դրամ։ Այսինքն՝ Արդարադատության նախարար Սրբուհի Գալյանը և Առողջապահության նախարար Անահիտ Ավանեսյանը մեկ օրում ստացել են այնպիսի գումար, որը համարժեք է շուրջ 14 տարվա թոշակառուի ամբողջ թոշակին կամ միջին աշխատավարձ ստացող քաղաքացու մոտ 8 տարվա աշխատավարձին։
 
Փաստաթուղթը «հույժ գաղտնի» է դարձվել որպեսզի հանրությունը տեղեկացված չլինի, հարցեր չտա և չհամեմատի իշխանական վերնախավին բաժին հասած միլիոնները սեփական աշխատավարձերի ու թոշակների հետ։
 
Երբ 2026 թվականին իշխանությունը կրկին փորձի համոզել, թե աղքատությունը «քաղաքացիների գլխում է», արժե հիշել այս թվերը․ 3 միլիարդ դրամ՝ իշխանականներին, զրո դրամ՝ շարքային աշխատողին, զրո դրամ՝ թոշակառուին, զրո դրամ՝ պատերազմում զոհվածների ընտանիքներին և զրո դրամ՝ պատերազմում հաշմանդամություն ստացած զինվորներին։ Սա կարծիք չէ, սա փաստաթուղթ է, և սա արվել է քաղաքացիների հարկերով։
