Տարիներով խախտում՝ զրո վարույթ. ինչո՞ւ Հակակոռուպցիոն կոմիտեն «չի տեսնում» ակնհայտը. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Տարիներ շարունակ մամուլը պարբերաբար գրում է, որ Մարշալ Բաղրամյան պողոտայի 25 հասցեում գործող «Շառլոտ կաբարե» գիշերային ակումբը գործում է բացահայտ և շարունակական խախտումներով։ Սա վաղուց այլևս նորություն չէ. փաստերը հրապարակված են, ահազանգերը՝ բազմակի, խախտումները՝ տեսանելի յուրաքանչյուրի համար։ Բոլորի համար, բացի մեկ կառույցից՝ Հակակոռուպցիոն կոմիտեից։
Երևանի ավագանու թիվ 188-Ն որոշումը հստակ ասում է՝ նման օբյեկտը չի կարող գտնվել բնակելի շենքերից 100 մետրից պակաս հեռավորության վրա։ «Շառլոտ կաբարեն» այս պահանջը խախտում է տարիներով և շարունակում է աշխատել՝ առանց որևէ իրական հետևանքի։ Իսկ սա ինքնին արդեն օրենքի բացահայտ անտեսում է։
Բնակիչների գիշերային հանգիստը խաթարվում է մշտապես. աղմուկ, ալկոհոլի ազդեցության տակ գտնվող խմբեր, վեճեր: Տեղի է ունենում հանրային կարգի խախտում՝ ո՛չ մեկ օր, ո՛չ մեկ ամիս, այլ տարիներ շարունակ։ Եվ այս ամենը՝ Երևանի կենտրոնում, պետական կառույցների անմիջական վերահսկողության գոտում։
Սակայն այստեղ ամենաաղմկահարույց փաստն այն է, որ այս ամբողջ պատկերի պայմաններում Հակակոռուպցիոն կոմիտեն որևէ վարույթ չի հարուցել։ Ո՛չ ծառայողական քննություն, ո՛չ նախաքննություն, ո՛չ պարզաբանում։ Լրատվամիջոցների հարցերին ի պատասխան Հակակոռուպցիոնից հայտնել են, թե օպերատիվ-հետախուզական միջոցառումների արդյունքում չեն գտնել վարույթ հարուցելու հիմքեր։ Տարիներով գործող ապօրինությունը Հակակոռուպցիոն կոմիտեի համար պարզապես «չկա»։ Լռում են նաև իրավապահները: Սա այլևս անփութություն չէ։ Երբ ակնհայտ խախտումը չի դառնում վարույթի հիմք, երբ տարիներով գործող ապօրինի գործունեությունը չի առաջացնում ոչ մի հարց, դա արդեն համակարգային աչքփակոցի է։ Իսկ աչքփակոցին կոռուպցիոն միջավայրի ուղիղ ցուցիչ է։
Այս հարցը շարունակելու է մնալ լրատվական դաշտի ուշադրության կենտրոնում այնքան ժամանակ, մինչև պատասխանատուները պատշաճ արձագանքեն և նկատեն այն, ինչ վաղուց տեսանելի է հասարակության համար։ Երբ օրենքը ընտրովի է կիրառվում, դա արդեն ոչ թե թերացում է, այլ կոռուպցիայի լուռ պաշտպանություն։
