Հայաստանում օրական միջինում վաճառվում է մոտ 4 միլիոն լիտր հեղուկ գազ։ Սա նշանակում է, որ հեղուկ գազը պարզապես վառելիք չէ․ այն սոցիալական ապրանք է՝ հազարավոր ընտանիքների, տաքսիստների, գյուղացիների ու փոքր բիզնեսի գոյության միջոցը։ Եվ հենց այս ֆոնին վերջին օրերին տեղի ունեցած մոտ 130 դրամի թանկացումը չի կարող դիտվել որպես «տեխնիկական խնդիր»։
Պաշտոնական բացատրությունը կրկին նույնն է՝ Լարսի անցակետը դժվարանցանելի է։ Բայց այստեղ սկսվում են անհարմար հարցերը, որոնց իշխանությունը նախընտրում է չպատասխանել։
Թանկացումը տեղի է ունեցել հենց անցակետի փակման հաջորդ օրը, այն դեպքում, երբ գազալցակայաններում վստահաբար կար նախապես ներկրված և պահեստավորված հեղուկ գազ, որը մինչ այդ վաճառվում էր միջինում 170 դրամով։ Այսինքն՝ խոսքը նոր ներմուծված, թանկացած գազի մասին չէ, այլ արդեն Հայաստանում գտնվող ապրանքի, որի գինը պարզապես նկարվեց։
Ավելին՝ նույն Լարսի անցակետով հեղուկ գազ ստացող Վրաստանում այն 30–40 դրամով ավելի էժան է, քան Հայաստանում։ Սա արդեն բացարձակ աբսուրդի ժանրից է։ Վրաստանը ԵԱՏՄ անդամ չէ, չունի այն մաքսային և հարկային արտոնությունները, որոնք ունի Հայաստանը, ու տրամաբանական կլիներ, որ ռուսական հեղուկ գազը Վրաստանում ավելի թանկ լիներ։ Բայց իրականությունն հակառակն է։
Այս բոլոր փաստերը միասին մեկ պարզ եզրահանգման են տանում․
Հայաստանում հեղուկ գազ ներկրող-վաճառողները իրականացրել են համաձայնեցված գնի բարձրացում, որը օրական իրենց ապահովում է ավելի քան 500 միլիոն դրամ հավելյալ եկամուտ։ Այսինքն ժողովրդի գրպանից օրական 500 մլն դրամ են տանում։
Եվ այստեղ գալիս է ամենակարևոր հարցը․
արդյո՞ք նման ծավալի և նման համաժամանակյա թանկացում հնարավոր է առանց իշխանական հովանու։
Տարիների փորձը ցույց է տալիս՝ ոչ։ Հայաստանում նման «գործարքները» երբեք չեն լինում ինքնաբուխ։ Երբ շուկան ամբողջությամբ միաժամանակ թանկացնում է, դա նշանակում է, որ կա կամ քաղաքական թույլտվություն, կամ քաղաքական լռություն։ Երկուսն էլ նույնն են։
Այսօր հեղուկ գազի թեման պարզապես գնի հարց չէ։ Դա իշխանություն–հարուստներ–ժողովուրդ եռանկյան հերթական օրինակն է, որտեղ վճարողը միշտ նույնն է՝ շարքային քաղաքացին։
Ուստի հարցը մնում է բաց ու պարտադիր պատասխան պահանջող․
ով է կանգնած այս թալանի հետևում, և ինչու է իշխանությունը կրկին ընտրում գազ ներկրող-վաճառողների կողմը, ոչ թե ժողովրդի։
