«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» և «Տեղական ինքնակառավարման մասին» օրենքներում։ Նշվում է, որ 2016 թվականի փետրվարի 14-ից ի վեր իրականացվել է համայնքների միավորման 77 ծրագիր, ինչի արդյունքում 908 համայնքի միավորման արդյունքում ձևավորվել է 64 համայնք:

Վարչատարածքային բարեփոխումների ծրագրի շրջանակներում համայնքների միավորումն իրականացվել է հիմնականում երկու մոդելով՝ «փնջային» և «շրջանային»: 2018, 2019, 2021 թվականներին համայնքների միավորման թեմայով անցկացված հանրային քննարկումների ընթացքում բնակչության մեծամասնությունը հակված է եղել համայնքների միավորման «շրջանային» մոդելին: 2021 թվականին իրականացված համայնքների միավորման ծրագրերի գերիշխող մասն իրականացվել է այդ տրամաբանությամբ: Ըստ նախարարության, տարիների փորձը ցույց է տվել, որ «շրջանային» մոդելով համայնքների միավորումն ունեցել է առավելություններ «փնջային» մոդելի համեմատությամբ:

Նախագծով նախատեսվում է ձևավորել հետևյալ նոր համայնքային փնջերը. Լոռու մարզի Ստեփանավան, որում ներառվել են ներկայիս Ստեփանավան, Գյուլագարակ և Լոռի Բերդ համայնքները՝ վերջիններիս կազմում ընդգրկված 20 բնակավայրով, Սյունիքի մարզի Գորիս, որում ներառվել են ներկայիս Գորիս, Տաթև և Տեղ համայնքները՝ վերջիններիս կազմում ընդգրկված 28 բնակավայրով, Վայոց ձորի մարզի Եղեգնաձոր, որում ներառվել են ներկայիս Եղեգնաձոր, Արենի և Եղեգիս համայնքները՝ վերջիններիս կազմում ընդգրկված 32 բնակավայրով։

Այսպիսով, առաջարկվող ծրագրերում ներգրավված է լինելու 9 համայնք, 80 բնակավայր, որոնց միավորման արդյունքում ձևավորվելու է 3 համայնք:

Արդյունքում վերոնշյալ համայնքներում կնշանակվի համայնքի ավագանու ընտրություն, միավորվող համայնքների տեղական ինքնակառավարման մարմինների լիազորությունները կդադարեցվեն և միավորված համայնքների տեղական ինքնակառավարման մարմինների լիազորությունների ստանձնման ժամկետների վերաբերյալ օրենքով կտրվեն իրավակարգավորումներ:
