Նավթամթերքից մինչև թռչնամիս․ Նարեկ Կարապետյանը ներկայացրեց գործարանների կառուցման ծրագիրը

Սամվել Կարապետյանի տնտեսական ծրագրի շնորհանդեսին «Մեր ձևով» շարժման համակարգող Նարեկ Կարապետյանը պատասխանեց այն հարցին, թե ինչպես են արտադրությունը երկրում զարգացնելու և գործարաններ կառուցելու։
Կարապետյանը նշեց, որ մեր երկիրը տարեկան 7 մլրդ դոլարի ներմուծում է անում։
«Երկրի ներմուծման և արտահանման տարբերությունը համարյա 4 մլրդ դոլար է։ Տարեկան ՀՀ-ն ավելի շատ գումար է ուղարկում դուրս, քան ստանում է։ Այդ 4 մլրդ դոլարը կոմպենսացվում է կա՛մ դրսից ուղարկված գումարներով, կա՛մ պետական պարտքով»,- ասաց նա։
Նա մանրամասնեց, որ երկրում ապրանքների ներմուծման մեջ երկրորդ տեղում նավթամթերքն է։
«Առաջարկում ենք նավթամթերքի գործարանի բացում, որը տարեկան կես միլիարդ դոլարի շրջանառություն ունեցող ընկերություն է»,- ասաց Կարապետյանը և նշեց, որ անհրաժեշտ է նաև լուծել մեծ քանակությամբ գազ ներմուծելու խնդիրը։
«Մենք ունենք հարևան Իրան, որի հետ ունենք պայմանագիր, որով Իրանը համաձայն է մեզանից գնել էլեկտրականություն, մեզ գազ տալ։ Մենք վերցնելու ենք Իրանից գազը և այստեղ ջերմաէլեկտրակայաններ ենք ստեղծելու, նաև՝ Իրանի հետ սահմանին։ Դա մեր երկրին կբերի տարեկան կես միլիարդ դոլար, որը մոտ է թոշակների ֆոնդին»,- ասաց Նարեկ Կարապետյանը։
Ըստ նրա՝ տարեկան 70 մլն դոլարի թռչնամիս է ներմուծվում ՀՀ, այն դեպքում, երբ ՀՀ գյուղերը դատարկվում են։
«Մեր երկրում բոլոր ուղղություններով կարող են արտադրություններ ստեղծվել»,- ասաց նա և մանրամասնեց, որ պետությունը ոչ թե պետք է սպասի ներդրողին, այլ ինքը քայլ անի։
Կարապետյանը բացատրեց, որ Չինաստանի արտահանման ընկերությունները ֆինանսավորում են ներդրումների 70 տոկոսը, եթե դուք նավթամշակման գործարան եք ուզում կառուցել կամ պղնձի հիմքի վրա պղնձի վերամշակման գործարան։
Ըստ նրա՝ քանի որ ներդրողը այդքան գումար դժվար կարող է գտնել, ներդրման 15 տոկոսը կվճարի պետությունը, 15 տոկոսը՝ ներդրողը, իսկ 70 տոկոսը կտա Չինաստանի արտահանող ընկերությունը։
Ըստ նրա՝ այդ ներդրումից հետո պետությունը բերում է 100 տոկոս ներդրում իր երկիր և հարկերով հետ է գալիս։ «Մյուս բոլոր գործարանները կկառուցվեն նույն տրամաբանությամբ և դա բերելու է գործազրկության հաղթահարման»,-ասաց նա։
