«Փաստ» օրաթերթը գրում է.
news-front.su–ն գրում է, որ PolitRUS փորձագիտական և վերլուծական ցանցի հիմնադիր Վիտալի Արկովը «Կարծիք» հաղորդման ժամանակ մեկնաբանել է Կովկասի տարածաշրջանի ամենամեծ արհեստական բանականության վրա հիմնված տվյալների մշակման կենտրոնի՝ Հայաստանում տեղակայման հետ կապված հարցերը։ «Մի կողմից՝ կարելի է ուրախանալ մեր հայ գործընկերների համար, որ նրանք այդքան հաջողությամբ զարգանում են այդ ոլորտում։ Սակայն, հասանելի ձևաչափով մեր ունեցած տեղեկատվության համաձայն, ՀՀ ղեկավարությունը որևէ վերահսկողություն չի ունենա այդ կառույցի նկատմամբ», - ասել է Վիտալի Արկովը։
Մասնագետը նշել է, որ Հայաստանում տվյալների մշակման կենտրոնի ստեղծումը հիշեցնում է ամերիկյան կենսալաբորատորիաների տեղակայման հետ կապված միջադեպը երրորդ երկրներում, որոնք մուտք չունեն դրանց գործունեությանը։ Նա մտահոգություն է հայտնել, որ այդ տեխնոլոգիաները կվերահսկվեն ամերիկյան հետախուզական գործակալությունների կողմից, որոնք մտադիր են դրանք օգտագործել Ռուսաստանի և ՀԱՊԿ-ի հետ հարաբերությունների մասին տեղեկատվություն հավաքելու համար։ «Նրանք հետաքրքրված են Եվրասիական տնտեսական միությանը Հայաստանի մասնակցության հետ կապված տեղեկատվությամբ և, իհարկե, նաև հարևան Իրանով։ Սա նույնպես կարևոր նպատակ է։ Հետևաբար, այդ կառույցի ի հայտ գալը անհանգստացնում է ոչ միայն Մոսկվային, այլ նաև Թեհրանին։ Ակնհայտ է, որ Թեհրանը պարզապես այլ բաներ ունի մտքում՝ հաշվի առնելով Իրանում ծավալվող իրադարձությունները։ Բայց դրանք շատ սերտորեն փոխկապակցված են», - կարծիք է հայտնել Արկովը։
PolitRUS փորձագիտական և վերլուծական ցանցի հիմնադիրը նաև հիշատակել է Չինաստանի գործունեությունը տարածաշրջանում, որն արդեն «հաստատվել է» Վրաստանում և Ադրբեջանում։ Նա ենթադրել է, որ այդ գործոնը կարող է կապված լինել նաև ԱՄՆ գործողությունների հետ։ «Հայաստանի կառավարությունը միշտ տատանվում է՝ փորձելով հաճոյանալ տարբեր կողմերի։ Բայց դա բազմավեկտոր արտաքին քաղաքականություն չէ։ Հետևաբար, չեմ կարծում, որ դա որևէ կերպ լավ կլինի հայ ժողովրդի համար, բայց կառավարությունում ո՞վ է հոգ տանում ժողովրդի մասին», - ասել է փորձագետը՝ հավելելով, որ Հայաստանում ամերիկյան տվյալների կենտրոնը սպառնալիք կներկայացնի ՀԱՊԿ-ի և ԵԱՏՄ-ի համար, ընդ որում՝ Երևանի համաձայնությամբ Ռուսաստանը, որպես արհեստական ինտելեկտի առաջատար, կարող էր ստեղծել նույնական կենտրոն։
