Բարձրագույն կրթության արդյունավետության ծրագրերը կառավարության գերակայություններից են

ՀՀ կառավարությունը 2016 թվականին կշարունակի բարձրագույն և հետբուհական մասնագիտական կրթության արդյունավետության բարձրացմանն ուղղված ծրագրերը՝ Բոլոնիայի գործընթացի սկզբունքների իրագործմամբ: Ինչպես հաղորդում է «Արմենպրես»-ը՝ այդ ուղղությամբ աշխատանքների իրականացումն ընդգրկված է կառավարության 2016 թվականի գերակա ծրագրերի թվում:
Ըստ ՀՀ կրթության և գիտության նախարարության՝ գերակա խնդրի անհրաժեշտությունը պայմանավորված է ՀՀ բարձրագույն կրթական համակարգը Եվրոպական բարձրագույն կրթական տարածքի (ԵԲԿՏ) ինտեգրմամբ և ճանաչելիության ապահովմամբ: ԵԲԿՏ-ում առանձնահատուկ կարևորություն է տրվում ուսանողակենտրոն ուսուցման խթանմանը, բուհերի կառավարման և ակադեմիական գործընթացներում ուսանողների մասնակցության բարձրացմանը: Ուստի Հայաստանի բարձրագույն կրթության ոլորտում այս ուղղությամբ աշխատանքների տևականությունը, համադրելիության աստիճանի բարձրացումը Õ �եռևս հանդիսանում են ոլորտի օրակարգային հարցեր, որոնց լուծմանն էլ միտված են գերակա խնդիրները:
Նշելով, որ բարձրագույն կրթությունը բոլոր մակարդակներում պետք է հիմնված լինի ժամանակակից հետազոտությունների վրա, դրանով իսկ խթանելով նորարարությունը և ստեղծագործական միտքը հասարակության մեջ, ՀՀ ԿԳՆ-ն կարևորում է բարձրագույն կրթության մեւնորարարությունը խթանելու ներուժը: «Կրթության բարելավման ծրագիր» վարկային համաձայնագրի շրջանակներում նախատեսվում է առնվազն 4 բարձրագույն ուսումնական հաստատություններում նորարարական ծրագ րերի իրականացում:
Ըստ նախարարության, վերջին տարիներին բարձրագույն ուսումնական հասատությունները ձեռք են բերել ավելի մեծ ինքնավարություն հասարակության կարիքներին արձագանքող և հաշվետու լինելու արագորեն աճող ակնկալիքների հետ միասին: Կարևորվում է պետական ֆինանսավորումը հիմնական գերակայությունը` երաշխավորելով արդար մուտքը դեպի ինքնավար բարձրագույն ուսումնական հաստատություններ և դրանց հետագա կայուն զարգացման համար հանդիսանալով կարևորագույն գործիք: Բոլոնիայի գործընթացի անդամ երկրների բուհերի ներկա կազմակերպա կան կառուցվածքը, որը բնութագրվում է կառավարությունների, ակադեմիական համայնքի` իր ներկայացուցիչ կազմակերպությունների հետ միասին, և այլ գլխավոր շահագրգիռ կողմերի համագործակցությամբ, ամբողջությամբ ներդրված չէ ՀՀ բարձրագույն ուսումնական հաստատություններում: Այս կոնտեքստում նախատեսվում է 2016 թվականի ընթացքում շարունակելով բարձրագույն ուսումնական հաստատությունների անցում կազմակերպաիրավական նոր ձևի՝ ընդլայնելով բուհերի ինքնավարությունը:
ՀՀ բարձրագույն մասնագիտական կրթության Բարձրագույն կրթության Եվրոպական տարածքին ինտեգրմանը և միջազգայնացմանը, պրոֆեսորադասախոսական կազմի որակավորումներին ներկայացվող պահանջների վերանայման, ուսանողների, և հիմնական շահակիցների` պրոֆեսորադասախոսական կազմի և գործատուների դերի բարձրացման նպատակով կարևորվում է բարձրագույն ուսումնական հաստատությունների հավատարմագրման (ինստիտուցիոնալ, ծրագրային) գործընթացը: Նախատեսվում է բարձրագույն ուսումնական հաստատությունների ինստիտուցիոնալ կամ ծրագրային հավատարմագրման ի րականացում՝ շարունակելով բուհերում որակի բարձացմանը ուղղված միջոցառումների իրականացումը:
