ԵԽԽՎ ձմեռային նստաշրջանի լիագումար նիստի ընթացքում ՀՀ Ազգային ժողովի պատվիրակության անդամ, «Հայաստան» խմբակցության պատգամավոր Արմեն Գևորգյանը հայ գերիների վերադարձի վերաբերյալ հարց է ուղղել ԵԽ գլխավոր քարտուղար Ալեն Բերսեին։
«Երեկ հնարավորություն ունեցա ձեզ հետ քննարկելու Հայաստանում առաջիկա ընտրություններից առաջ ստեղծված մարտահրավերներով լի քաղաքական իրավիճակը։ Կարևոր է, որ Եվրոպայի խորհուրդը անտարբեր չմնա մարդու իրավունքների շարունակական խախտումների և ժողովրդավարական հետընթացի նկատմամբ։ Սակայն այսօր ես կցանկանայի ձեզ հարցնել Բաքվում գտնվող հայ բանտարկյալների մասին։ Արդյո՞ք դուք բանակցություններ եք վարում Ադրբեջանի իշխանությունների հետ նրանց անվերապահ ազատ արձակման համար՝ որպես ադրբեջանական պատվիրակությանը ԵԽԽՎ վերադարձնելու ձեր ջանքերի մի մաս»,– հայտարարել է Արմեն Գևորգյանը։
Ի պատասխան Ալեն Բերսեն նշել է, որ շատ կարևոր է, որ բոլոր անդամ պետությունները հարգեն իրենց պարտավորությունները Եվրոպայի խորհրդի առաջ՝ պաշտպանել մարդու իրավունքները և հարգել օրենքի գերակայությունը. «Մենք փորձում ենք պաշտպանել և ամրապնդել Կոնվենցիայի և ՄԻԵԴ–ի դերակատարությունը, մենք պետք է ՄԻԵԴ-ին որոշում կայացնելու հնարավորություն տանք»։
Խոսելով Հայաստանի ու Ադրբեջանի միջև խաղաղության գործընթացի մասին, Ալեն Բերսեն նկատել է, որ այն այնքան արագ չի ընթանում, որքան ակնկալվում էր․ «Մենք պետք է ընդունենք, որ իրավիճակը շատ ավելի խճճված է։ Նախորդ տարի ամռանը ԱՄՆ նախագահի հովանու ներքո խաղաղություն հաստատվեց Հայաստանի և Ադրբեջանի միջև, բայց հիմա մենք տեսնում ենք, որ կան դժվարություններ»։
Բերսեն անդրադարձել է նաև Հայաստանում առկա քաղաքական իրավիճակին՝ միայն նշելով. «Ուզում եմ վկայակոչել, որ բոլոր անդամ երկրները պետք է հարգեն Կոնվենցիայով սահմանված իրավունքները, օրենքի գերակայությունը բոլոր ընթացող իրավական գործընթացներում՝ ներառյալ նրանք, որոնք ներառում են քաղաքական ընդդիմությանը և ակտիվիստներին»։
