Ինչո՞ւ են Վերին Խոտանան գյուղի բնակչի 6 երեխաները տեղափոխվել Սյունիքի մարզի երեխայի և ընտանիքի աջակցության կենտրոն

Հունվարին Միասնական սոցիալական ծառայության Կապանի տարածքային կենտրոնը և Սյունիքի մարզի Պողոս Տեր-Դավթյանի անվան Վերին Խոտանանի միջնակարգ դպրոցը գրությամբ դիմել է Կապանի համայնքապետարան՝ հայտնելով, որ Վերին Խոտանան գյուղում բնակվող Լ. Իսրայելյանի բազմազավակ ընտանիքում խախտված են երեխաների իրավունքները, առկա են երեխաների խնամքի, կրթության և դաստիարակության հետ կապված ռիսկեր։
Այս մասին NEWS.am–ի հարցմանն ի պատասխան հայտնել են Կապանի համայնքապետարանից՝ անդրադառնալով արձագանքելով Shamshyan.com լրատվական կայքում տեղ գտած «Արտառոց դեպք՝ Սյունիքի մարզում․ կինը դիմել է ոստիկաններին և հայտնել, որ Կապանի համայնքապետի տեղակալն ու Վերին Խոտանան բնակավայրի վարչական ղեկավարը գողացել են իր 6 անչափահաս երեխաներին» վերտառությամբ հրապարակմանը։
«Գրությունների հիման վրա, Կապան համայնքի ղեկավարի տեղակալի, ՀՀ ՆԳՆ ոստիկանության ՀՈԳՎ Կապանի բաժնի աշխատակցի, Կապանի խնամակալության և հոգաբարձության հանձնաժողովի անդամի և համապատասխան իրավասու այլ մարմինների ներկայացուցիչների հետ համատեղ կատարվել է տնայց՝ դեպքի ուսումնասիրության նպատակով և արձանագրվել ծնողավարման և կենցաղավարման հմտությունների պակաս, սանիտարահիգիենիկ ոչ բավարար պայմաններ, զբաղվածության բացակայություն, երեխաների պարտադիր կրթությունից դուրս մնալու փաստ, որը ծնողները չեն կարևորում։
Ղեկավարվելով «Տեղական ինքնակառավարման մասին» Հայաստանի Հանրապետության օրենքի 36-րդ հոդվածի 1-ին մասի 6-րդ կետով, Հայաստանի Հանրապետության ընտանեկան օրենսգրքի 109-րդ հոդվածով, ՀՀ կառավարության 2016թ-ի հունիսի 2-ի N 631-Ն որոշմամբ հաստատված կանոնադրության 8-րդ կետի 3-րդ ենթակետով և առաջնորդվելով երեխայի լավագույն շահով՝ 26․01․2026թ-ին որոշում է կայացվել ընտանիքի 6 երեխային ժամանակավոր տեղափոխել «Սյունիքի մարզի երեխայի և ընտանիքի աջակցության կենտրոն» ՊՈԱԿ։ Երեխաների տեղափոխումը կազմակերպվել է Կապան համայնքի խնամակալության և հոգաբարձության հանձնաժողովի անդամի ուղեկցությամբ»– հայտնել են համայնքապետարանից։
