«Փաստ» օրաթերթը գրում է.

Անդրադառնալով այն հանգամանքին, որ «Ուժեղ Հայաստան» կուսակցության շնորհանդեսին Սամվել Կարապետյանի տեսաուղերձը պատրաստվել և հնչել էր ԱԲ միջոցով, փաստաբան Արամ Վարդևանյանը տեղեկացրել էր, որ Սամվել Կարապետյանի հրապարակային խոսքով հանդես գալու սահմանափակումը վերացվել է, սակայն տեսա կամ ձայնային ուղերձով հանդես գալու հնարավորությունը որևէ կերպ ամրագրված չէ։

Վարդևանյանն ասել էր, որ նշված հարցի վերաբերյալ դիմում-հարցում է ներկայացվել թե՛ քննչական մարմնին, թե՛ հսկող դատախազին, որպեսզի հնարավորություն ընձեռնվեր, որ Սամվել Կարապետյանը հրապարակային հենց տեսաձայնային ուղերձով հանդես գար։ «Սակայն քննչական մարմնից ստացված պատասխանը, ըստ էության, համարժեք էր մերժմանը»,-ասել էր փաստաբանը:

Երեկ քննչական կոմիտեն արձագանքել էր այս հայտարարությանը՝ ի պատասխան իշխանական լրատվամիջոցի հարցման: Իրավաբաններից շատերը երեկ նշում էին, որ ՔԿ-ի հերքումն իրականում հենց հաստատում է: Այդ կարծիքին է նաև Արամ Վարդևանյանը:

«Խնդրում եմ ցանկացած անաչառ դիտորդի ներկայացրեք այս պատասխանը, որից ակնհայտ է, որ Քննչական կոմիտեն հենց մերժել է։ Քննչական կոմիտեին դիմում-հարցում է ներկայացվում ոչ թե որպես մի կառույցի, այլ տվյալ դեպքում Սամվել Կարապետյանի գործով որպես վարույթն իրականացնող մարմնի, որին ի պատասխան ստանում ենք դիրքորոշումը, որ վերջիններս նման մեկնաբանությամբ հանդես գալ չեն կարող։ Եթե լեզվական կամ տերմինաբանական մեկնաբանման կանոնով էլ առաջնորդվենք, ակնհայտ է, որ դա հենց մերժումն է։ Չէի ցանկանում նման մանրամասների անդրադառնալ, բայց պատկերացրեք՝ սահմանափակումները կիրառվում են դատարանի որոշմամբ, բայց դրանց պահպանման կամ խախտման հանգամանքները գնահատում է Քննչական կոմիտեն, այսինքն՝ Քննչական կոմիտեն, երբ հղում է տալիս այն իբրև մեկնաբանմանը, որ դատական ակտեր չի կարող մեկնաբանել, սա կիսաճշմարտություն ներկայացնելու դասական օրինակն է։ Չէ՞ որ, եթե ենթադրյալ խախտում տեղի ունենար, ապա դրա գնահատման հասցեատերը լինելու էր հենց Քննչական կոմիտեն։ Եվ ես կրկին պնդում եմ, որ նման պատասխանի դեպքում Քննչական կոմիտեն ոչ թե արձանագրել է, որ նման խնդիր արձանագրելու լիազորություն չունի, կամ նման վարքագծի դեպքում խախտում արձանագրելու լիազորություն չունի, այլ պարզապես փորձել է խուսափել պատասխան տալուց, ինչը համարժեք է մերժման»,-ասում է Վարդևանյանը։
