Հայաստանում կարգելվի պոլիէթիլենային տոպրակների ու մեկանգամյա պլաստիկ սպասքի վաճառքը. ՇՄ նախարարություն

Ազգային ժողովն այսօրվա նիստում առաջին ընթերցմամբ ընդունեց «Առևտրի և ծառայությունների մասին» օրենքում և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու մասին նախագծերի փաթեթը, որն օրենսդիրին ներկայացրեց Շրջակա միջավայրի նախարարի տեղակալ Արա Մկրտչյանը։
Նախագծով առաջարկվում է 2027 թվականի հունվարի 1-ից առևտրի օբյեկտներում, հանրային սննդի կետերում, տոնավաճառներում, ցուցահանդես-վաճառքներում, ինչպես նաև բացօթյա և շրջիկ առևտրի կետերում արգելել պոլիէթիլենային պարկերի և տոպրակների, ինչպես նաև պլաստիկից կամ փրփրապլաստից պատրաստված մեկանգամյա օգտագործման տարաների և սպասքի վաճառքը կամ առկայությունը։
Բացառություն կսահմանվի կշռափաթեթավորման և երկրորդային հումքից արտադրված աղբի պարկերի, ինչպես նաև կշռափաթեթավորման համար օգտագործվող կափարիչով տարաների համար։
Արգելքի խախտման համար սահմանվում է պատասխանատվություն․ առաջին խախտման դեպքում՝ նախազգուշացում, իսկ երկրորդ և հաջորդող դեպքերում՝ տուգանք՝ 100–150 հազար դրամի չափով։
Նախագծով նախատեսվում է, որ իրավախախտումների վերահսկողությունը կիրականացվի տեղական ինքնակառավարման մարմինների և Շուկայի վերահսկողության տեսչական մարմնի կողմից՝ համատեղ ձևաչափով, ինչպես նաև դիտարկման եղանակով։
Նախարարի տեղակալը կարևորեց, որ մեկանգամյա պլաստիկի սպառման սահմանափակումը ոչ միայն բնապահպանական, այլև քաղաքական և տնտեսական կարևոր քայլ է, որով COP-17-ի նախաշեմին Հայաստանը կներկայանա որպես պատասխանատու և կայուն զարգացման սկզբունքներին հավատարիմ պետություն։
