Այսօր՝ փետրվարի 26-ին, Հայաստանի կառավարությունն ընդունեց որոշում, որով խստացվում է ավտոմեքենաների գազաբալոնների տեխնիկական ստուգման կարգը: Ըստ նոր կանոնների՝ բալոնների ստուգումն ու սերտիֆիկացումը մասնագիտացված լաբորատորիաներում կտեսաձայնագրվեն: Լաբորատորիաները պարտավորվում են պահել ձայնագրությունները առնվազն կես տարի, և անհրաժեշտության դեպքում դրանք կարող են ստուգվել իրավապահ մարմինների ներկայացուցիչների կողմից:

  • Հիշեցնենք, որ 2025 թվականին Հայաստանում արձանագրվել է 5 դեպք, երբ պայթել են գազաբալոնով մեքենաները: Սեղմված գազը Հայաստանում մեքենաների հիմնական վառելիքի տեսակներից մեկն է:

 

Մինչդեռ, դեռևս 2005 թվականից գործող օրենսդրության համաձայն՝ գազով լիցքավորվող ավտոմեքենաների սեփականատերերը պարտավոր են յուրաքանչյուր երկու տարին մեկ անցնել բալոնների լաբորատոր ստուգում: Գազալցակայաններին արգելվում է սպասարկել այն մեքենաները, որոնք չեն անցել նման ստուգում: Տեսականորեն բալոնների սերտիֆիկացմանը հետևում է Քաղաքաշինության, տեխնիկական և հրդեհային անվտանգության տեսչական մարմինը, սակայն գործնականում նման վերահսկողություններ դեռևս լիարժեք չեն իրականացվում:

MediaHub-ի հետ զրույցում տեսչական մարմնի մամուլի խոսնակ Ելենա Զոհրաբյանը նշեց, որ լրացուցիչ թանկացումներ չեն սպասվում. 

«Դա օրենքի պահանջն է, նույն կերպ, ինչպես արդեն կատարվում է տեխզննման կայաններում: Խստացվում է միայն վերահսկողությունը։ Բալոնների ստուգման տեսաձայնագրումը պարտադիր է, որպեսզի ցանկացած պահի, եթե տեսչական մարմինը որոշի X ընկերությունում փորձարկում իրականացնել, ամբողջ գործընթացը տեսագրությամբ նայեն և տրամադրեն մեզ։ Սա միջոց է, որպեսզի գործընթացը պատշաճ իրականացվի և զուտ թուղթ չվաճառվի», – նշեց Զոհրաբյանը: 

Նա ավելացրեց, որ ենթակառուցվածքներում փոփոխություններ չեն սպասվում, իսկ տեսաձայնագրումը մեծ ֆինանսական բեռ չի առաջացնի, և ընկերությունները կկարողանան ապահովել այն:

Տուգանքներ, ըստ Զոհրաբյանի, կլինեն բալոնների ճնշափորձարկման կայանների սեփականատերերի նկատմամբ, վարորդներին ոչինչ չի սպառնում. «Դա վարորդների վրա ոչ մի ազդեցություն չի ունենալու, ավելին, նրանց շահերից է բխում, քանի որ նախկինում եղել են դեպքեր, երբ վարորդները կասկած էին հայտնում, թե փորձաքննությունը պատշաճ չի իրականացվել»:

Ինչ վերաբերում է մեկ մեքենայի գազաբալոնի ստուգմանը, ապա Զոհրաբյանն ասաց, որ դա կախված է մասնագետների ներգրավվածությունից։ Մեր զրուցակիցը տեղեկացրեց նաև՝ գործընթացը չի կարող ավարտվել երեք-չորս րոպեում։ «Գազաբալոնը հանելը, դատարկելը, սարքավորման մեջ ամրացնելը, ճնշման տակ փորձարկելը առնվազն կես ժամ տևում է»,- եզրափակեց խոսքը Զոհրաբյանը։
