ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչության խոշտանգումների և պաշտոնատար անձանց կողմից բռնություն գործադրելով լիազորությունները չարաշահելու կամ անցնելու հանցագործությունների քննության վարչությունում ավարտվել է ոստիկանի կողմից անձին խոշտանգելու դեպքի առթիվ նախաձեռնված քրեական վարույթի նախաքննությունը։ Այս մասին հայտնում են Քննչական կոմիտեից։

Նախաքննության ընթացքում առերևույթ փաստական տվյալներ են ձեռք բերվել այն մասին, որ 2025 թվականի սեպտեմբերի 22-ին ոստիկանը ՀՀ ՆԳՆ ոստիկանության Երևան քաղաքի վարչությունում, տեղեկություն ստանալու նպատակով խոշտանգել է անձին՝ վերջինիս պատճառելով ֆիզիկական ուժեղ ցավ և հոգեկան ուժեղ տառապանք։

Բացի այդ, ոստիկան Գ.Մ.-ն ներկա գտնվելով գործընկերոջ՝ Հ.Հ.-ի կողմից անձին խոշտանգելուն՝ միջոցներ չի ձեռնարկել վերջինիս նկատմամբ բռնության գործադրումը կանխելու ուղղությամբ, իր լիազորություններն իրականացնելիս իրեն հայտնի դարձած ծանր հանցագործության դեպքին անմիջականորեն ականատես լինելով՝ քննիչին կամ դատախազին չի ներկայացրել հանցանքի մասին հաղորդում: Փոխարենը՝ տեսանկարահանել է Հ.Հ.-ի կողմից անձի նկատմամբ բռնություն գործադրելու տեսարանը։

  ՀՀ ՆԳՆ ոստիկանության քրեական ոստիկանության գլխավոր վարչության ոստիկան Հ․Հ․-ի նկատմամբ հարուցվել է հանրային քրեական հետապնդում՝ Քրեական օրենսգրքի 450-րդ հոդվածի 1-ին մասով (խոշտանգումը), իսկ Գ․Մ․-ի նկատմամբ՝ 441-րդ հոդվածի 1-ին մասով (պաշտոնատար անձի կողմից իշխանական կամ ծառայողական լիազորությունները կամ դրանցով պայմանավորված ազդեցությունը չարաշահելը կամ լիազորություններն անցնելը)։ 

Հ․Հ․-ի և Գ․Մ․-ի նկատմամբ որպես խափանման միջոց կիրառվել է տնային կալանքը։

Քրեական վարույթը մեղադրական եզրակացությամբ ուղարկվել է հսկող դատախազին։

Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ Քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով։
