Հայաստանում անհրաժեշտ է ստեղծել արտաքին տնտեսական գործունեության կենտրոն, որը կմիավորի արտահանման և ներմուծման գործառնությունների հետ կապված առանցքային ֆունկցիաները։ Այս մասին մարտի 23-ին Ազգային ժողովի Ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նիստում՝ «Երևանի մաքսային-լոգիստիկ կենտրոն» ծրագրի վերաբերյալ Հայաստանի և Վերակառուցման և զարգացման եվրոպական բանկի (ՎԶԵԲ) միջև դրամաշնորհային համաձայնագրի վավերացման հարցի քննարկման ժամանակ, հայտարարել է հանրապետության Պետական եկամուտների կոմիտեի նախագահ Էդուարդ Հակոբյանը:

Նրա խոսքով՝ մաքսային վարչարարության գործող համակարգը բնութագրվում է գործընթացների մասնատվածությամբ, ինչն իր հերթին հանգեցնում է ընթացակարգերի բարդացմանը և դրանց անցկացման ժամկետների ավելացմանը։ «Ներկայումս մաքսային գործառույթները իրականացվում են տարանջատված ձևով, ինչի արդյունքում որոշ գործընթացներ, օրինակ՝ զննությունները, կատարվում են առանձին տերմինալներում՝ հաճախ առանց անհրաժեշտ լաբորատոր ենթակառուցվածքների», - նշել է Հակոբյանը։

Նա նաև մատնանշել է ենթակառուցվածքային սահմանափակումները։ Այսպիսով, մի շարք տերմինալներում բացակայում են լիարժեք հսկողություն իրականացնելու համար անհրաժեշտ պայմանները, ներառյալ ապրանքների առանձին խմբերի օպերատիվ ստուգման համար լաբորատոր կարողությունները։

Կենտրոնի ստեղծման նպատակը բոլոր ընթացակարգերի կենտրոնացումն է մեկ միասնական հարթակի շրջանակներում։ Սա, ինչպես կարծում են իշխանությունները, թույլ կտա բարձրացնել վարչարարության արդյունավետությունը, կրճատել ժամանակային ծախսերը և պարզեցնել արտաքին տնտեսական գործունեության պայմանները։ «Մենք նախատեսում ենք միասնական համակարգում ինտեգրել ոչ միայն մաքսային գործառույթները, այլև արտահանման և ներմուծման գործառնությունների կարգավորման մեջ ներգրավված բոլոր պետական մարմինների գործընթացները», - ընդգծել է ՊԵԿ նախագահը։

Ըստ նախնական տվյալների՝ կենտրոնը տեղակայված կլինի Երևանի մոտակայքում՝ «Հյուսիս-Հարավ» ավտոմայրուղուն հարող տարածքում։ Ծրագրի իրականացումն ուղղված է մաքսային ենթակառուցվածքների թողունակության և արդյունավետության բարձրացմանը, ինչպես նաև տարածաշրջանային լոգիստիկ հանգույցի դերում Հայաստանի դիրքերի ամրապնդմանը:

Ծրագրի ֆինանսավորումը նախատեսված է 39 միլիոն եվրոյի չափով վարկային միջոցների հաշվին՝ Վերակառուցման և զարգացման եվրոպական բանկի (ՎԶԵԲ) մասնակցությամբ, ինչպես նաև պետական բյուջեի հատկացումներով։

Որոշ քննարկումներից հետո տվյալ նախաձեռնությունն արժանացել է Ազգային ժողովի մշտական հանձնաժողովի դրական եզրակացությանը:
