ՌԴ քաղաքացիություն ստանալու համար միգրանտներն ի՞նչ քննություն պետք է հանձնեն

Ռուսաստանը պետք է միգրանտների պահանջների վրա շեշտը տեղափոխի ֆորմալ գիտելիքներից դեպի սոցիալական նորմերի ըմբռնումը և տեղի բնակիչների նկատմամբ հարգանքը: Այս կարծիքը հայտնել է Պետդումայի պատգամավոր Միխայիլ Մատվեևը «Աբզաց»-ին տված հարցազրույցում: Նա առաջարկել է քաղաքացիություն ստանալու համար դիմող օտարերկրացիների համար ներդնել ավանդական արժեքների իմացության վերաբերյալ հատուկ քննություն:
«Դա լավ գաղափար կլիներ», - ասել է Մատվեևը՝ ներկայացնելով քննությունը: «Հավատարմության թեստերը նախկինում էլ են քննարկվել, բայց ես նկատել եմ, որ դրանք ծանրաբեռնված են պատմության հարցերով և գրեթե բացակայում են հարաբերությունների ըմբռնման վերաբերյալ. ինչն է նպատակահարմար, ինչը՝ ոչ: Մենք հաճախ հանդիպում ենք միգրանտների կողմից կանանց, երեխաների և տարեցների նկատմամբ անպատշաճ վարքագծի: Թվում է, թե մարդիկ պարզապես չգիտեն վարքագծի տարրական կանոնները»:
Պատգամավորը առաջարկել է քննության մեջ ներառել կանանց կարգավիճակի, սոցիալական նորմերի և կրոնական հանդուրժողականության վերաբերյալ թեմաներ: Նրա խոսքով՝ նորեկները պետք է հստակ հասկանան, որ Ռուսաստանում ընդունված նորմերի նկատմամբ ագրեսիան և անհարգալից վերաբերմունքը, այդ թվում՝ հավատացյալների զգացմունքների նկատմամբ, անընդունելի են:
Որպես քննության բովանդակության օրինակ՝ նա նշեց, որ միգրանտներին պետք է սովորեցնել, որ «արգելվում է կնոջը հետապնդել, եթե նրա հագուստը անսովոր է թվում», և որ «հասարակական տրանսպորտում ագրեսիան և մայթեզրի ցուցադրական հանրային աղոթքները անընդունելի են»։ «Կարևոր է նաև ուղղափառության և մեր եկեղեցիների նկատմամբ հարգանքի մասին բաժինը։ Մասնագետները կարող են պատրաստել նման նյութեր ուսումնասիրության համար», - եզրափակեց Մատվեևը։
Հիշեցնենք, որ Ռուսաստանում ներկայումս գործում է օրենք, որն արգելում է ռուսերեն չխոսող միգրանտների երեխաներին դպրոցներ ընդունելը։ Ռուսաստանի նախագահ Վլադիմիր Պուտինը այս օրենքը ստորագրել է 2024 թվականի դեկտեմբերի 28-ին։ Դպրոց ընդունվելու համար համապատասխան թեստավորումը սկսվել է 2025 թվականի ապրիլի 1-ին և կանցկացվի ամբողջ երկրում։ Հունիսին Կրթության և գիտության նախարարությունը հայտնեց, որ միգրանտների մեկ երրորդը չի հանձնում ռուսերենը որպես օտար լեզու քննությունը առաջին փորձից։ Նրանց կեսը չի հանձնում քննությունը նաև հաջորդ փորձերից։
