ՄԱԿ-ում միաձայն ընդունվել է ՀՀ-ի ներկայացրած «Ցեղասպանության կանխարգելում» բանաձևը

ՄԱԿ-ի Մարդու իրավունքների խորհրդի 61-րդ նստաշրջանին միաձայն ընդունվել է Հայաստանի Հանրապետության կողմից ներկայացված «Ցեղասպանության կանխարգելում» բանաձևը:
Այս մասին է հայտնում է ՀՀ ԱԳ նախարարությունը։
Երկամյա ներկայացվող բանաձևը հիմնվում է «Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին» կոնվենցիայի վրա և էական դերակատարում ունի այդ կարևոր փաստաթղթի դրույթները ՄԱԿ-ի քաղաքականության գործառնական դաշտ տեղափոխելու գործում։
Բանաձևը նպատակ ունի խթանել ցեղասպանության կանխարգելման հարցում վաղ ազդարարման գաղափարախոսությունը, սահմանել ռիսկի գործոնների շրջանակը՝ ներառելով ատելությունը, խտրականությունն ու անպատժելիությունը: Բանաձևում ընդգծվում է նաև ժամանակին արձագանքման կարևորությունը, ինչը կարող է էականորեն նպաստել բռնության աճի կանխմանը։
Բանաձևը, բերելով ցեղասպանության կանխարգելման խնդիրը միջազգային օրակարգ, ևս մեկ անգամ ընդգծում է թեմայի կարևորությունը ներկայիս դիվանագիտական առաջնահերթությունների շարքում։ Այն նպաստում է միջազգային արդարադատության մեխանիզմների ամրապնդմանը և ընդգրկում է այն միջազգային զարգացումներն ու մարտահրավերները, որոնք տվյալ ժամանակահատվածում առավել մեծ ուշադրության կարիք ունեն։
Այս տարի ներկայացված բանաձևն առաջարկում է «ՄԱԿ80» բարեփոխման գործընթացի համատեքստում ամրապնդել ցեղասպանության կանխարգելման մանդատը և ուշադրություն է հրավիրում այն հանգամանքին, որ ալգորիթմային համակարգերն ու արհեստական բանականության գործիքները կարող են նպաստել ապատեղեկատվության և ատելության տարածմանը`ազդելով տեղեկատվական հոսքերի վրա և խաթարելով մարդու իրավունքները:
«Ցեղասպանության կանխարգելում» բանաձևը կարևոր ներդրում է կատարում նաև Ցեղասպանության դեմ կոնվենցիայի համընդհանուր վավերացման գործընթացի խթանման գործում՝ խրախուսելով Կոնվենցիային դեռևս չմիացած պետություններին անհապաղ միանալ դրան։
Ինչպես նախորդ տարիներին, այս տարի ևս, Հայաստանի կողմից ներկայացված «Ցեղասպանության կանխարգելում» բանաձևը վայելում է տարածաշրջանային բոլոր խմբերը ներկայացնող ՄԱԿ անդամ պետությունների լայն աջակցությունը, ինչի մասին վկայում է համահեղինակների մեծ քանակը, որն արդեն ընդունման պահին հասնում է վեց տասնյակի։
Բանաձևը կրկին վերահաստատում է Հայաստանի կոչը միջազգային հանրությանը և ամբողջ աշխարհին` համախմբվել՝ կանխարգելելու ցեղասպանության արհավիրքը:
Նախորդիվ Հայաստանի կողմից ներկայացված համանուն բանաձևը միաձայն ընդունվել է 2024թ. ապրիլի 3-ին՝ ՄԱԿ-ի Մարդու իրավունքների խորհրդի 55-րդ նստաշրջանում:
