Որքա՞ն կլինեն «Պաշտպան հայրենյաց» ծրագրով պատվովճարների նոր չափերը. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Պաշտպանության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2023 թվականի փետրվարի 9-ի N 160-Ն որոշման մեջ։ «Պաշտպան հայրենյաց» ծրագրով ծառայություն անցնելու գրավչությունը և այդ զինծառայողներին հետագայում ևս պայմանագրային զինվորական ծառայության մեջ թողնելու հնարավորությունը մեծացնելու նպատակով, օրենքով սահմանվել է կնքված առաջին հինգ տարի ժամկետով պայմանագրի ժամկետը լրանալու հիմքով այդ զինծառայողների կողմից երկու կամ հինգ տարի ժամկետով հերթական պայմանագիր կնքելու դեպքում ևս պատվովճար հաշվարկելու հնարավորություն: «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի 32-րդ հոդվածի համաձայն՝ առաջին անգամ պայմանագրային զինվորական ծառայություն անցնող զինծառայողի հետ կնքված պայմանագիրը համարվում է առաջին պայմանագիր, իսկ 33-րդ հոդվածի պահանջների համաձայն՝ պայմանագրային զինծառայողի կողմից պայմանագրի ժամկետը լրանալուց հետո կամ նույն հոդվածի 1-ին մասում նշված այլ հիմքերով կնքված պայմանագիրը համարվում է հերթական պայմանագիր: Օրենքի պահանջներն իրացնելու նպատակով «Պաշտպան հայրենյաց» ծրագրում առաջարկվում է երկու տարի ժամկետով հերթական պայմանագիր կնքելու դեպքում պատվովճարի չափը սահմանել 1 մլն 500 հազար դրամ, իսկ հինգ տարի ժամկետով հերթական պայմանագիր կնքելու դեպքում պատվովճարի չափը սահմանել 5 մլն դրամ (որպեսզի զինծառայողները նախապատվություն տան հինգ տարի ժամկետով հերթական պայմանագրի կնքմանը):
Միաժամանակ, հաշվի առնելով Հայաստանի զինված ուժերում պարտադիր զինվորական ծառայության զորակոչված զինծառայողների ուսումնական փուլի հետ կապված փոփոխությունները և «Պաշտպան հայրենյաց» ծրագրով պայմանագրային զինվորական ծառայության կազմակերպման գործընթացը դյուրինացնելու նպատակով՝ անհրաժեշտություն է առաջացել «Պաշտպան հայրենյաց» ծրագրով պայմանագրային զինվորական ծառայություն անցնելու զեկուցագիր ներկայացնելու հնարավորությունը պարտադիր զինվորական ծառայության առաջին 6 ամիսը լրանալու փոխարեն սահմանել պարտադիր զինվորական ծառայության առաջին 4 ամիսը լրանալու դեպքում: Բացի այդ, անհրաժեշտություն է առաջացել «Պաշտպան հայրենյաց» ծրագրով պայմանագրային զինվորական ծառայության ընդունման պայման հանդիսացող դրույթը համապատասխանեցնել պայմանագրային զինծառայողների ատեստավորմանը վերաբերող՝ օրենքով կատարված փոփոխությանը:
