370 շահառու կօգտվի բնակարանային ապահովության և այլ ծրագրերի ֆինանսական աջակցությունից

Կառավարությունը փոփոխություն է կատարել նախկինում ընդունած որոշումներից մեկում, որով հաստատվել են Երեխա ունեցող ընտանիքների բնակարանային ապահովության պետական աջակցության 2024-2026 թթ. ծրագրերը, այդ թվում՝ մարզում հիփոթեքի աջակցության և հիփոթեքի մարման աջակցության ծրագրերը, ինչպես նաև ապահովվել է 2023 թ. դեկտեմբերի 30-ի դրությամբ կանխավճարի ապահովագրության ծրագրում ընդգրկված շահառուների շրջանակներում ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության հետ պայմանագիր կնքած բանկեր կամ վարկային կազմակերպություններ դիմած, ինչպես նաև հիփոթեքի մարման աջակցության ծրագրի շրջանակներում նախարարություն դիմած քաղաքացիներին աջակցության տրամադրման գործընթացը։
Ըստ հիմնավորման՝ 2026 թ. համար ծրագրերի բյուջեն կազմում է 2,4 մլրդ դրամ, որն ըստ եռամսյակների բաշխվել է համամասնորեն։ Փետրվարի 24-ի դրությամբ արդեն իսկ աջակցություն է ստացել 646 շահառու, որոնց վճարվել է շուրջ 568 մլն դրամ, որից 156-ը մարզում հիփոթեքի աջակցության ծրագրով (160,045,785 դրամ), 83-ը կանխավճարի ապահովագրության ծրագրով (2,486,202 դրամ), 407-ը՝ հիփոթեքի մարման աջակցության ծրագրով (405,725,894 դրամ)։ Այս ցուցանիշները պայմանավորված են ծրագրերի շրջանակում դիմումների թվի աննախադեպ աճով, այդ թվում՝ 3-րդ և հաջորդ երեխա ունեցողների թվով, որի դեպքում աջակցության չափը կազմում է մինչև 2 մլն դրամ, ինչպես նաև 2025 թ. նոյեմբեր-դեկտեմբեր ամիսներին ստացված, բայց ֆինանսական միջոցների բացակայության պատճառով չվճարված և հաջորդ տարի տեղափոխված դիմումների թվով։
Որոշմամբ առաջարկվում է ծրագրերի շրջանակներում 2026 թ.առաջին եռամսյակում դիմած/դիմող շուրջ 370 շահառուներին ֆինանսական աջակցություն տրամադրելու նպատակով հատկացնել 300 մլն դրամ։ Աջակցությունը կտրամադրվի՝ 90-ը մարզում հիփոթեքի աջակցության ծրագրով (յուրաքանչյուրին միջինում 1 մլն դրամ), 70-ը՝ կանխավճարի ապահովագրության ծրագրով (յուրաքանչյուրին միջինում 30 հազ․ դրամ), 210-ը՝ հիփոթեքի մարման աջակցության ծրագրով (յուրաքանչյուրին միջինում 990 հազ. դրամ)։
