«Փաստ» օրաթերթը գրում է.

fondsk.ru–ն իր «Հայաստանի իշխանությունները պատրաստում են նոր Սահմանադրություն. դա կմեղմի Ադրբեջանի մտահոգությունները» վերնագրով հոդվածում գրում է, որ 2026 թվականի հունիսի 7-ին նախատեսված խորհրդարանական ընտրությունների նախաշեմին ՀՀ ղեկավարությունը պատրաստում է լայնածավալ փոփոխություններ հանրապետության Սահմանադրության մեջ ։ Այդ մասին հաղորդում են հայկական և արտասահմանյան լրատվամիջոցները։

Գլխավոր նպատակն է հարմարեցնել Սահմանադրությունը նոր աշխարհաքաղաքական իրողություններին և ներքաղաքական մարտահրավերներին՝ հնարավոր է նաև արտացոլելով Լեռնային Ղարաբաղի հետ կապված պահանջներից հրաժարումը։

Նիկոլ Փաշինյանն առաջարկում է ընդունել նոր Սահմանադրություն, որը կվերացնի Լեռնային Ղարաբաղին հղումները, կփոխվեն երկրի խորհրդանիշները, և ժողովուրդը կհրաժարվի «հարևանների հետ բախման տրամաբանությունից», որը կարևոր է Ադրբեջանի հետ խաղաղության պայմանագրի ստորագրման համար։

Նախատեսվող փոփոխությունների հիմնական ասպեկտներն են «պատմական Հայաստանի» մերժումը և «իրական Հայաստանի» վերջնական ստեղծումը նոր պետական խորհրդանիշներով (զինանշան, օրհներգ)։

Բայց այս ամենն ունի համատեքստ. բարեփոխումն անհրաժեշտ է Ադրբեջանի հետ վերջնական խաղաղության համաձայնագիր կնքելու համար, քանի որ գործող Սահմանադրությունը պարունակում է հղումներ Անկախության հռչակագրին, որը հռչակում է Լեռնային Ղարաբաղի հետ Հայաստանի միավորումը։

Առկա է նաև աշխարհաքաղաքականություն. գործընթացը տեղի է ունենում արտաքին քաղաքականության վերանայման և Եվրամիության հետ հնարավոր մերձեցման ֆոնին։

Ըստ Փաշինյանի դիրքորոշման, նոր Սահմանադրությունը կապահովի Հայաստանի երկարաժամկետ կայունությունը և կմեղմի Ադրբեջանի մտահոգությունները։ Այնուամենայնիվ, այս նախաձեռնությունն ունի սոցիալական, քաղաքական ռիսկեր. այն մեծ դժգոհություն է առաջացնում ընդդիմության և բնակչության շրջանում, քանի որ դիտարկվում է որպես զիջում Ադրբեջանին և ճնշում ազգային ինքնության վրա։

Զիջումներն ընկալվում են ոչ թե որպես խաղաղության ուղի, այլ որպես ինքնիշխանության կորուստ և ազգային նվաստացում։ Հայաստանի և ԱՄՆ–ի հետ փաստաթղթեր ստորագրելուց հետո (Վաշինգտոնում 2025 թվականի օգոստոսի 8-ին), Իլհամ Ալիևը վստահություն էր հայտնել, որ Հայաստանի Սահմանադրության փոփոխությամբ Ադրբեջանի նկատմամբ տարածքային պահանջները «կբացառվեն»։ Ըստ նրա պնդման, Հայաստանի հիմնական օրենքի փոփոխությունը «հարգալից վերաբերմունք է Միացյալ Նահանգների նկատմամբ»։

Կզոհաբերե՞ր, արդյոք, Ադրբեջանի նախագահ Ալիևը որևէ բան Միացյալ Նահանգների համար։ Դա խիստ կասկածելի է։ Սակայն, փաստացի, Փաշինյանն, իր լիազորություններով և ԵՄ աջակցությամբ, իրականացնում է իր քաղաքական նկրտումներն ու շահերը՝ ի տարբերություն հայ հասարակության գերակշիռ մասի, որն ունի Հայաստանի նկատմամբ պատմական պատասխանատվության ավանդական ընկալում։
