Ձայների փոշիացման վտանգը. ընդդիմության համախմբումը՝ որպես ընտրությունների առանցքային գործոն

2026 թվականի խորհրդարանական ընտրություններին ընդառաջ Հայաստանի ներքաղաքական դաշտում առավել ակտիվանում են ընդդիմադիր ուժերի համախմբման անհրաժեշտության շուրջ քննարկումները։ Քաղաքական և փորձագիտական շրջանակներում ավելի հաճախ են հնչում կոչեր՝ միավորել ուժերը՝ կանխելու համար ձայների փոշիացումը, որը կարող է աշխատել գործող իշխանությունների օգտին։
Հունիսի 7-ին կայանալիք ընտրություններում առանձնահատուկ նշանակություն ունի ընտրողների բարձր մասնակցությունը։ Մասնագետները շեշտում են, որ հենց մասնակցության մակարդակն է այն առանցքային գործոնը, որը կարող է կանխել գործող իշխանությունների վերարտադրությունը։ Սակայն միայն մասնակցությունը բավարար չէ․ ընդդիմության առաջ ծառացած հիմնական խնդիրը նաև ընտրազանգվածի արդյունավետ մոբիլիզացիան է։
Փորձագետների գնահատմամբ՝ ցածր վարկանիշ ունեցող քաղաքական ուժերի առանձին և մասնատված մասնակցությունը հանգեցնում է ձայների փոշիացման, ինչն ի վերջո ամրապնդում է գործող իշխանությունների դիրքերը։ Նման պայմաններում փոքր կուսակցությունների միայնակ մասնակցությունը կարող է ոչ թե մրցակցային դաշտ ձևավորել, այլ հակառակը՝ նպաստել նույն իշխանության վերարտադրմանը։ Ներքաղաքական ներկայիս իրավիճակում սա դիտարկվում է որպես լուրջ ռիսկ, որը կարող է կանխորոշել ընտրությունների արդյունքը։
Այս համատեքստում առավել հաճախ է շեշտվում, որ ընդդիմության համախմբումը կարող է դառնալ քաղաքական հավասարակշռությունը փոխելու հիմնական գործոններից մեկը։ Հակառակ դեպքում, ինչպես նշում են փորձագետները, կարող է կրկնվել նախորդ ընտրությունների սցենարը, երբ բազմաթիվ փոքր ուժեր ստանալով նվազագույն ձայներ՝ փաստացի փոխանցում են դրանք առավել մեծ ուժին։ Այդպիսով ընտրական համակարգը, գործնականում, աշխատում է հօգուտ առաջատար քաղաքական ուժի։
Միաժամանակ արդեն նկատվում են համախմբման որոշակի գործընթացներ։ Մասնավորապես, մարտի 31-ին «Ուժեղ Հայաստան» կուսակցության խորհրդի անդամ Նարեկ Կարապետյանը համագործակցության հուշագիր է ստորագրել «Նոր դարաշրջան» կուսակցության նախագահ Հարություն Հարությունյանի և «Միավորված հայեր» կուսակցության պատվավոր նախագահ, լիազոր ներկայացուցիչ Նաիրի Սարգսյանի հետ՝ դաշինք ձևավորելու նպատակով։ Բացի այդ, «Ուժեղ Հայաստան» կուսակցությանը աջակցություն են հայտնել նաև «Ազգային միավորված Հայաստան» և Հայաստանի ժողովրդավարական ազատական միություն կուսակցությունները։
Այս զարգացումները վկայում են, որ ընտրություններին ընդառաջ քաղաքական դաշտում ձևավորվում են նոր բևեռներ, և առաջիկա գործընթացներում հենց համախմբման աստիճանն է լինելու որոշիչ այն հարցում, թե արդյոք հնարավոր կլինի փոխել ուժերի դասավորությունը, թե գործող համակարգը կպահպանի իր ներկայիս դիրքերը։
