Մինչև 2030 թվականը բուհերի ընդունելությունը կկատարվի գործող ընթացակարգով․ քննարկում` ԱԺ-ում

Բարձրագույն ուսումնական հաստատությունները մինչև 2029-30 ուսումնական տարին ներառյալ ընդունելությունը կիրականացնեն ներկայում գործող իրավակարգավորումներով։ Այդ նպատակով 2025 թվականին ընդունված «Բարձրագույն կրթության և գիտության մասին» նոր օրենքի անցումային դրույթներում համապատասխան հստակեցումներ են առաջարկվում՝ նկատի ունենալով, որ այս ընթացքում կմշակվի և կգործարկվի ընդունելության նոր կարգը, որի պահանջն ամրագրված է նոր օրենքով։ Այս մասին հայտնում են ՀՀ ԿԳՄՍՆ-ից:
Համապատասխան նախագիծն այսօր քննարկվել է ԱԺ ԳԿՄՍԵՍ հարցերի մշտական հանձնաժողովի նիստում։ Ներկայացնելով նախագիծը՝ ԿԳՄՍ նախարար Ժաննա Անդրեասյանը նշել է, որ նախագծով բովանդակային փոփոխություն չի առաջարկվում, այլ ընդամենը, հաշվի առնելով մեծածավալ փոփոխությունների իրականացման համար պահանջվող աշխատանքները, առաջարկվում է անցումային դրույթները հստակեցնել։
Ըստ նախարարի՝ քննարկվող նախագծով կարգավորում է անցումային ժամանակահատվածում ընդունելության գործընթացի կազմակերպումը, որը կմնա անփոփոխ մինչև 2030 թվականը։ Նոր օրենքի համաձայն՝ նոր պայմաններով նախատեսվող ընդունելությունը կազմակերպվելու է նշված ժամանակահատվածից հետո, երբ բուհերն արդեն պատրաստ կլինեն ընդունելության նոր համակարգին անցմանը։
Ժաննա Անդրեասյանի խոսքով՝ երկրորդ կարգավորումը վերաբերում է բուհերի կառավարմանը, մասնավորապես՝ ռեկտորների ընտրության գործընթացին, որտեղ ևս որոշակի տեխնիկական բնույթի փոփոխություններ են առաջարկվում։
Նշվել է, որ «Բարձրագույն կրթության և գիտության մասին» օրենքում լրացումներ կատարելու նախագծի ընդունումը պայմանավորված է օրենքի սահուն կիրարկման համար անհրաժեշտ անցումային դրույթների և համապատասխան լիազորող նորմերի նախատեսման անհրաժեշտությամբ։
Առաջարկվող փոփոխությունները թույլ կտան ապահովել գիտական կազմակերպությունների և բուհերի կառավարման ընթացիկ գործընթացների կարգավորումը՝ նախքան նոր օրենքի կիրարկումն ապահովող անհրաժեշտ ենթաօրենսդրական ակտերի ընդունումը:
Նախագծի ընդունումը կնպաստի նաև բարձրագույն ուսումնական հաստատությունների (մասնավորապես՝ բակալավրի կրթական աստիճանում) ընդունելության գործընթացի բնականոն կազմակերպմանը, յուրաքանչյուր ուսումնական տարվա համար հաստատվող մասնագիտությունների և քննությունների ցանկի, պետության կողմից լրիվ փոխհատուցմամբ տեղերի հաստատման համար լիազորող նորմերի ամրագրմանը՝ մինչ նոր ենթաօրենսդրական ակտերի ընդունումը։
