«Փաստ» օրաթերթը գրում է.
Պարզվում է՝ մարտի 30-ից ապրիլի 6-ը հանրապետությունում իրականացված ծառայության ընթացքում պարեկները հայտնաբերել են ճանապարհային երթևեկության կանոնների 20426 խախտում: Այդ թվում՝ հայտնաբերվել է ոչ սթափ 400 վարորդ, առանց վարորդական իրավունքի 600 վարորդ, չամրակապված երթևեկող 4447 անձ:
Ասել, որ սրանք սարսափելի թվեր են, նշանակում է՝ ոչինչ չասել: Ընդ որում, տվյալ շաբաթը բացառություն չէ. համանման պատկեր է գրեթե միշտ: Օրինակ՝ մարտի 23-ից 30-ը պարեկների կողմից արձանագրվել է ՃԵԿ 22649 խախտում, այդ թվում՝ 424 ոչ սթափ վարորդ, առանց վարորդական իրավունքի՝ 600 վարորդ, չամրակապված՝ 4632 անձ: Մարտի 16-ից 23-ը պարեկները հայտնաբերել են ՃԵԿ 5361 խախտում, մարզերում՝ 21783 խախտում, այդ թվում՝ 410 ոչ սթափ վարորդ, առանց վարորդական իրավունքի՝ 572 վարորդ, չամրակապված 4611 անձ: Նման մտահոգիչ թվեր են նաև այլ խախտումների պարագայում՝ վարելու ընթացքում ծխելու, վարելիս հեռախոսից օգտվելու, արագության գերազանցման և այլն: Ու այդպես՝ անընդհատ, բոլոր շաբաթներին:
Եվ եթե հաշվի ենք առնում, որ այս թվերի մեջ չկան տեսահսկող սարքերով արձանագրվող խախտումները, ապա պատկերն առավել ամբողջական է դառնում: Սրան գումարենք նաև այն հանգամանքը, որ հասկանալիորեն պարեկները ֆիզիկապես չեն կարող բոլոր իրավախախտներին «բռնել»: Ուրեմն, պատկերացրեք, թե իրականում ինչ քանակի խախտումների հետ գործ ունենք, որքան վարորդ է խմած նստում ղեկին, երթևեկում առանց ամրակապվելու, արագություն գերազանցում և այլն:
Ինչի՞ մասին է խոսում այս ամենը: Բացի նրանից, որ, ցավոք, մեր վարորդների զգալի մասը կարգապահ չէ, ունենք նաև համակարգային խնդիր: Ոստիկանության համակարգում իրականացված «բարեփոխումները», փաստացի, էական արդյունք չեն տվել, պարեկները ֆիզիկապես չեն հասցնում լինել «ամեն տեղ», հաճախ ընդհանրապես ոչ մի տեղ չեն լինում, որովհետև զբաղված են իրենց անմիջական պարտականություններից չբխող հրամաններ կատարելով: Մյուս կողմից՝ առանձնակի վտանգ ներկայացնող խախտումների համար Հայաստանում գործող տուգանքները բավականին ցածր են: Դժվար թե եվրոպական որևէ երկրում նման մեղմ պատիժներ գործեն, օրինակ՝ ոչ սթափ վարելու, առանց վարորդական իրավունքի վարելու և այլ խախտումների համար: Դե, երևի իրական բարեփոխումների համար ժամանակ ու «հավես» չկա. կարևորը, որ իրավապահ ամբողջ համակարգը լինի իշխող ուժի և նրա ղեկավարի հրահանգները կատարողը:
