«Փաստ» օրաթերթը գրում է.

Տավուշի մարզի սահմանամերձ համայնքներում իրականացված գյուղական բնակարանաշինության ծրագիրը, որի նպատակն էր խթանել բնակեցումը և աջակցել տեղական բնակչությանը, ըստ գյուղացիների, փաստացի չի ծառայել իր հիմնական նպատակին։ Տեղացիները ահազանգում են, որ պետական սուբսիդիաները չեն հասել հենց այն ընտանիքներին, որոնց համար նախատեսված էին, իսկ բազմաթիվ կառուցված տներ այսօր դատարկ են մնում։ Գյուղերի բնակիչները «Փաստին» հայտնել են գյուղական բնակարանաշինության ծրագրի ձախողման մասին։

Հունիսի 7-ի խորհրդարանական ընտրություններին ընդառաջ հանրային դաշտում առավել հաճախ են բարձրաձայնվում սոցիալական և տնտեսական ծրագրերի արդյունավետության հետ կապված խնդիրները։ Այս համատեքստում Տավուշից հնչող ահազանգերը նոր լույս են սփռում պետական ծրագրերի իրական ազդեցության վրա՝ հատկապես սահմանամերձ բնակավայրերում, որտեղ բնակչության պահպանումը կենսական նշանակություն ունի։ Տեղացիների փոխանցմամբ, սուբսիդավորման ծրագրի իրականացումն ուղեկցվել է անհասկանալի և ոչ թափանցիկ մեխանիզմներով։ Նրանց խոսքով, աջակցությունը բաշխվել է ընտրողական սկզբունքներով՝ հաճախ շրջանցելով առաջնային շահառուներին։ Արդյունքում՝ այն ընտանիքները, որոնք իրականում ունեն բնակարանային խնդիր և ապրում են սահմանամերձ գյուղերում, չեն ստացել անհրաժեշտ աջակցությունը։

Ստեղծված իրավիճակը հանգեցրել է պարադոքսի. պետական միջոցներով կառուցված կամ ձեռք բերված բազմաթիվ տներ այսօր մնում են դատարկ։ Այն տարածքներում, որտեղ յուրաքանչյուր բնակիչ ունի ռազմավարական նշանակություն, ծրագիրը ոչ միայն չի նպաստել բնակեցման աճին, այլև փաստացի չի լուծել իր առջև դրված խնդիրները։

Տեղացիների գնահատմամբ, այս դեպքը հերթական անգամ ցույց է տալիս պետական համակարգի գործելաոճը, երբ նույնիսկ զարգացմանն ուղղված ծրագրերը զերծ չեն մնում շահերի բախումից և հաճախ ծառայեցնում են նեղ խմբային նպատակների։ Նրանց համոզմամբ, նման մոտեցումը ոչ միայն չի նպաստում գյուղերի զարգացմանը, այլև խորացնում է առկա խնդիրները՝ ավելացնելով անվստահությունը պետական ծրագրերի նկատմամբ։ Այս պատմությունը ևս մեկ անգամ առաջ է բերում կարևոր հարցադրում. որքանո՞վ են պետական ծրագրերը իրականում ծառայում հանրային շահին, և որքանո՞վ են դրանք վերահսկվում արդյունավետ ու արդար բաշխման տեսանկյունից։ Տավուշում դատարկ մնացած տները, ըստ էության, դարձել են այդ հարցի ամենախոսուն պատասխաններից մեկը։
