Կմեկնարկեն Բաբաջանյան-Աշտարակի խճուղի ճանապարհային հատվածի անավարտ մասի կառուցման շինարարական աշխատանքները

Գործադիրը սահմանել է Երևան քաղաքի Բաբաջանյան-Աշտարակի խճուղի ճանապարհային հատվածի անավարտ մասի կառուցման շինարարական աշխատանքների և հարակից ծառայությունների գնման գործընթացների կազմակերպման առանձնահատկությունները։

Որոշման ընդունման անհրաժեշտությունը պայմանավորված է Երևան քաղաքի Բաբաջանյան-Աշտարակի խճուղու ճանապարհային ենթակառուցվածքի մինչև 270 մետր անավարտ հատվածի առկայությամբ, որը հանդիսանում է Ասիական զարգացման բանկի ֆինանսավորմամբ իրականացված «Քաղաքային կայուն զարգացման ներդրումային ծրագիր, Տրանշ 2 (SUDIP-2)» վարկային ծրագրի շրջանակներում կառուցված ճանապարհահատվածի անբաժանելի մասը։ Նշված ճանապարհահատվածի կառուցման աշխատանքները նախնական պայմանագրի շրջանակում ամբողջությամբ չեն իրականացվել՝ պայմանավորված ճանապարհի ազդեցության գոտում գտնվող գույքերի նկատմամբ սեփականության օտարման գործընթացների շրջանակներում առաջացած դատական վեճերով և դրանց արդյունքում դատարանի կողմից կիրառված սահմանափակումներով։ Որոշման ընդունման նպատակն է ստեղծել անհրաժեշտ իրավական և կազմակերպական հիմքեր նշված անավարտ հատվածի կառուցման աշխատանքների և տեխնիկական հսկողության ծառայությունների գնման գործընթացների կազմակերպման համար՝ ապահովելով ճանապարհային հանգույցի ամբողջական կառուցման մեկնարկի և ճանապարհատրանսպորտային համակարգի արդյունավետ շահագործման անհրաժեշտ նախապայմանները։

Տարածքային կառավարման և ենթակառուցվածքների նախարարի տեղակալ Քրիստինե Ղալեչյանը նշել է, որ ներկայում արգելանքը վերացված է, ուստի անհրաժեշտ է անհապաղ ձեռնամուխ լինել շինարարական աշխատանքների իրականացմանը, ինչը հնարավորություն կտա ապահովել տվյալ հատվածով անվտանգ և անխափան երթևեկությունը։ Փոխնախարարը տեղեկացրել է, որ աշխատանքների մեկնարկի համար անհրաժեշտ է վերանայել նախագծային փաստաթղթերը․ առկա նախագծերը կազմվել և հաստատվել են դեռևս 2015-16 թվականներին, և տարիների ընթացքում տեղանքում տեղի են ունեցել ֆիզիկական և ինժեներական փոփոխություններ։ Քրիստինե Ղալեչյանի խոսքով՝ որոշմամբ սահմանվում են գնման գործընթացների կազմակերպման հատուկ պայմաններ՝ ծրագրի արդյունավետ իրականացումն ապահովելու համար։ Ըստ նրա՝ սահմանվող կարգավորումները կապահովեն մրցակցային և թափանցիկ ընթացակարգեր և թույլ կտան կառավարել պայմանագրերի կատարման ռիսկերը՝ հաշվի առնելով ծրագրի բարձր հանրային նշանակությունը։

Անդրադառնալով որոշմանը՝ Նիկոլ Փաշինյանը նշել է, որ նախագիծն ունի շատ կարևոր նշանակություն, որովհետև ճանապարհի այդ հատվածի երկու կողմերը պատրաստ են, և հիմա հնարավորություն է ստեղծվել այն հնարավորինս արագ իրականացնելու։ Դիմելով Երևանի քաղաքապետ Տիգրան Ավինյանին՝ վարչապետը նշել է, որ հետաձգումների նոր փուլի մեջ չընկնելու համար անհրաժեշտ է Երևանի քաղաքային իշխանությունների և ՏԿԵ նախարարության աշխատանքի սերտ կոորդինացիա։

Տիգրան Ավինյանը ներկայացրել է ծրագրի մանրամասները, մասնավորապես նշելով, որ առաջիկա 1, 1,5 ամսվա ընթացքում փաստացի աշխատանքները պետք է մեկնարկեն։
