Երևանում կայացած ասուլիսի ընթացքում ֆրանսիական լրատվամիջոցներից մեկի ներկայացուցիչը հարց ուղղեց Ֆրանսիայի նախագահ Էմանուել Մակրոնին՝ անդրադառնալով Հայաստանի ներքաղաքական զարգացումներին և առաջիկա ընտրություններին։ Լրագրողը հիշեցրեց, որ Մակրոնը բազմիցս խոսել է արտաքին ազդեցությունների անթույլատրելիության մասին, մասնավորապես՝ նշելով ռուսական միջամտության վտանգը, և հետաքրքրվեց՝ արդյոք Հայաստանի վարչապետ Նիկոլ Փաշինյանին բացահայտ աջակցությունը ընտրություններից ընդամենը մեկ ամիս առաջ չի կարող դիտարկվել որպես օտարերկրյա միջամտություն երկրի ներքին գործերին։

«Դուք խոսեցիք ռուսական միջամտության մասին Հայաստանում անցկացվելիք ընտրություններից առաջ, Դուք աջակցում եք վարչապետին ընտրություններից մեկ ամիս առաջ, արդյո՞ք Ձեր այդ աջակցությունը նույնպես օտարերկրյա միջամտություն չէ», — հարցրել է լրագրողը։

Հարցի ձևակերպումն ինքնին ուշագրավ է, քանի որ այն հնչում է ոչ թե արտաքին դիտորդների, այլ հենց ֆրանսիական տեղեկատվական դաշտի ներկայացուցչի կողմից։ Սա ցույց է տալիս, որ նույնիսկ Ֆրանսիայի ներսում առկա են տարբեր գնահատականներ պաշտոնական Փարիզի վարած քաղաքականության վերաբերյալ, հատկապես այն դեպքերում, երբ խոսքը վերաբերում է այլ պետությունների ներքին գործընթացներին։

Մակրոնը, արձագանքելով հարցին, նշել է, որ չի կարելի խոսել միջամտության մասին՝ իր գործողությունները ներկայացնելով որպես գործընկերային աջակցություն և ժողովրդավարական արժեքների պաշտպանություն։

Սակայն այս մեկնաբանությունը չի փակել քննարկումը, այլ հակառակը՝ ավելի է ընդգծել թեմայի զգայունությունը։

Քաղաքական և փորձագիտական շրջանակներում նման իրավիճակները հաճախ դիտարկվում են ոչ միայն հայտարարությունների մակարդակով, այլև դրանց հետևում կանգնած հնարավոր շահերի տեսանկյունից։ Հայաստանի դեպքում ևս բարձրաձայնվում է այն տեսակետը, որ ֆրանսիական տնտեսական ներկայությունը երկրում կարող է դեր ունենալ քաղաքական շեշտադրումների ձևավորման մեջ։

Մասնավորապես, ուշադրություն է հրավիրվում ջրամատակարարման ոլորտում գործող Veolia ընկերության գործունեության վրա, որի շուրջ վերջին տարիներին պարբերաբար հնչում են քննադատություններ։

Այս համատեքստում ձևավորվում է ավելի լայն քննարկում՝ որտեղ է անցնում գործընկերային աջակցության և ներքին գործերին միջամտության սահմանագիծը։ Հարցը մնում է բաց՝ հատկապես այն պայմաններում, երբ քաղաքական հայտարարությունները համընկնում են կոնկրետ տնտեսական շահերի հետ, իսկ ընտրական գործընթացները դառնում են արտաքին ուշադրության կենտրոնում գտնվող կարևոր հանգույց։

Պետք է նշել, որ Եվրոպացիները Հայաստանում ունեն նաև արագ արձագանքման թիմ, որը ենթադրաբար պայքարում է հիբրիդային հարձակումների և այլ նմանատիպ երևույթների դեմ: Բացի դա նրանց նախաձեռնությամբ է արգելափակվում հայկական ալիքներն ու սոցիալական ցանցերի էջերը և գրառումները, որոնք քաղաքական աջակցության առումով չեն գոհզցնում ներկայիս կառավարությանը և ունեն ընդդիմադիր ուղղվածություն. մի՞թե նման գործընթացը ընտրություններին բացահայտ միջամտություն չէ, իսկ ուր մնաց խոսքի ազատությունը, կամ ժողովդրավարությունը։
