Ռուբեն Վարդանյանն ընտանիքի միջոցով հայտարարություն  է արել՝ ուղղված ՀՀ ՄԻՊ Անահիտ Մանասյանին:

«Ինձ հաջողվեց ծանոթանալ ՀՀ մարդու իրավունքների պաշտպան Անահիտ Մանասյանի՝ իմ դիմում-խնդրանքի պատասխանին: Հրապարակայնորեն չեմ գնահատի նրա այդ դիրքորոշումը։ Թողնում եմ նրա խղճին։ Պարզապես կասեմ՝ անկեղծորեն ցավում եմ։ Աստված ձեզ դատավոր։

Բայց այս պատասխանից հետո կոնկրետ հարցեր են առաջանում ոչ միայն մարդու իրավունքների պաշտպանի ինստիտուտի, այլև Հայաստանի Հանրապետության վարչապետի հետ կապված։

Եթե Ադրբեջանի բանտերում գտնվող հայ քաղաքացիների պաշտպանությունը ՀՀ օմբուդսմենի մանդատի մեջ չի մտնում, ապա ո՞ւմ մանդատն է սա։ Մեր երկրում ո՞վ է  պատասխանատու այս հարցի համար։ Ե՞րբ է նշանակվել այդ անձը։ Ինչո՞ւ դրա մասին ոչ ոք չգիտի՝ ո՛չ բանտարկյալների ընտանիքները, ո՛չ հասարակությունը։

Կան մարդիկ, ովքեր Բաքվի բանտերում պահվում են արդեն վեց տարի։ Այս ընթացքում Հայաստանի կառավարությունն այդպես էլ չկարողացավ նրանց հետ կայուն և հասկանալի կապի մեխանիզմ կազմակերպել ՝ ո՛չ երրորդ կողմի` Բաքվում այլ պետությունների դեսպանատների,  ո՛չ միջազգային կազմակերպությունների միջոցով։

Ինչո՞ւ։

Ինչպե՞ս է ստացվում, որ Հայաստանի ներկայացուցիչները կարող են Ադրբեջան մեկնել առևտրային, տնտեսական և այլ հարցեր քննարկելու նպատակով, բայց չեն կարողանում կազմակերպել այց հայ գերիների կյանքի, առողջության և իրավական կարգավիճակի հարցերով։ Արդյո՞ք մարդկանց ճակատագիրն առևտրային բանակցություններից առավել կարևոր չէ։

Ինչո՞ւ մինչ օրս բանտարկյալներին ամենաանհրաժեշտ իրեր փոխանցելու նորմալ մեխանիզմ կազմակերպված չէ։ Մի շարք անձինք արդեն ավելի քան մեկ տարի  ոչինչ չեն ստանում։ Շատերը նորմալ հագուստ չունեն. հնարավորություն չկա ստանալ այն, ինչ իրականում անհրաժեշտ է՝ հաշվի առնելով նրանց տարիքը, առողջական վիճակը և պահման կենցաղային պայմանները։

Փոխարենը, եթե օգնություն ընդհանրապես հասնում է, այն կազմակերպվում է ոչ պաշտոնական, ոչ թափանցիկ եղանակով՝ առանց հաշվի առնելու բանտարկյալների իրական կարիքները։ Մարդիկ ստանում են ոչ թե այն, ինչ իրենց անհրաժեշտ է, այլ այն, ինչ որոշվել է փոխանցել նրանց ինչ-որ մեկի կողմից. սա օգնություն չէ, այլ ողորմություն:

Այստեղ պահվողների շարքում կան տարեց՝  70 տարեկանից բարձր մարդիկ, առողջական լուրջ խնդիրներ ունեցող մարդիկ։ Եթե ատամ չունեցող մարդուն չորամիրգ են տալիս, դա օգնություն չէ։ Դա նվաստացում է։

Արդյո՞ք այս ամենը հայտնի է վարչապետին:

Ո՞վ է անձամբ պատասխանատու այս գործընթացի կազմակերպման համար։ Ինչպիսի՞ն է սահմանված կարգը։ Ինչո՞ւ այն չի պահպանվում։ Չե՞ք ամաչում:

Ամոթ չէ՞ ստանալ խաղաղության մրցանակ, խաղաղության մասին խոսել և ծափահարություններ ընդունել, երբ Հայաստանի քաղաքացիները շարունակում են Բաքվի բանտերում մնալ՝ առանց պատշաճ պաշտպանության, առանց սեփական պետության կողմից համակարգային աջակցության, օգնության ու վերահսկողության։

Հայտարարե՛ք պատասխանատու անձին։ Հրապարակե՛ք աշխատանքի մեխանիզմը։ Բացատրե՛ք՝ վերջին վեց տարիների ընթացքում ի՞նչ է արվել։

Կամ էլ ազնվորեն խոստովանեք, որ այդպիսի պատասխանատու գոյություն չունի, և գերիների՝ իրենց պետությունից օգնություն ակնկալելը անիմաստ է»,- եզրափակել է Վարդանյանը:
