Երկու հանրաքվե և ոչ լեգիտիմ խմբակ։
 
Հայաստանի ներկայիս քաղաքական իրավիճակը և արտաքին ուժերի կողմից հանրաքվեների միջոցով օրակարգեր թելադրելու փորձերը բավականին լուրջ մարտահրավեր են պետական սուվերենությանը։ Մեր դիտարկումը՝ կապված իշխանության լեգիտիմության և ժողովրդի հետ ուղիղ խոսելու փորձերի հետ, արտացոլում է խորքային ճգնաժամի մի քանի շերտեր։
 
Ահա իրավիճակի վերլուծությունը մի քանի առանցքային կետերով.
 
1. Լեգիտիմության Ճգնաժամը
 
Երբ արտաքին դերակատարները (լինեն դրանք հարևան երկրներ թե գերտերություններ) պահանջում են հանրաքվե, նրանք փաստացի կասկածի տակ են դնում գործող վարչակազմի՝ միանձնյա որոշումներ կայացնելու իրավասությունը։
 
Արտաքին ճնշում. Եթե իշխանությունը չի կարողանում երաշխավորել իր ստանձնած պարտավորությունների կատարումը կամ չունի բավարար ներքին աջակցություն զիջումների գնալու համար, արտաքին ուժերը փորձում են «լեգիտիմություն» ստանալ անմիջապես ժողովրդից։
Պատասխանատվության փոխանցում. Հանրաքվեն հաճախ օգտագործվում է որպես գործիք՝ պատասխանատվությունը իշխանությունից դեպի ժողովուրդ տեղափոխելու համար, հատկապես ճակատագրական կամ ցավոտ հարցերում։
 
2. Հանրաքվեն որպես «Պարտադրանք»
 
Սովորաբար հանրաքվեն ժողովրդավարության բարձրագույն դրսևորումն է, սակայն ներկա համատեքստում այն կարող է դիտվել որպես գործիք՝ երկիրը փակուղուց հանելու կամ նոր զիջումներ ամրագրելու համար։
Ադրբեջան-Թուրքիա ուղղություն.
 
Այստեղ հանրաքվեի պահանջը հիմնականում կապված է Սահմանադրական փոփոխությունների հետ (մասնավորապես՝ Անկախության հռչակագրի հղումը հեռացնելու նպատակով)։ Սա պետության հիմքերի վերանայման փորձ է։
 
Ռուսական ուղղություն. Այստեղ խնդիրը կարող է վերաբերել աշխարհաքաղաքական վեկտորի հստակեցմանը կամ անվտանգային համակարգերին (ՀԱՊԿ, ԵԱՏՄ կամ Միութենական պետություն)։
 
3. Քաղաքական հետևանքները
 
Եթե իշխանությունը համաձայնում է նման պայմաններով հանրաքվեի, դա նշանակում է.
 
1. Անկարողության խոստովանություն. Ընդունում, որ գործող քաղաքական մանդատը բավարար չէ պետական կուրսը որոշելու համար։
 
2. Ռիսկային գոտի. Հանրաքվեն կարող է դառնալ «վստահության քվե» իշխող ուժի համար։ Եթե ժողովուրդը մերժի առաջադրված պահանջները, ապա գործող վարչակազմը կկանգնի վերջնական լեգիտիմության կորստի և հրաժարականի անխուսափելիության առաջ։
 
Հարցը հետևյալն է. արդյո՞ք հայ հասարակությունը պատրաստ է այս պահին ստանձնել այդ պատասխանատվությունը, և արդյո՞ք կա ձևավորված այնպիսի այլընտրանքային ուժ, որը կկարողանա առաջնորդել ժողովրդին այս «պարտադրված» ընտրության ժամանակ։
Այո, կա այդ ուժը։ Դա Ուժեղ հայաստանն է և յուր դաշնակիցները։
