Խաղողի օղի արտադրելու տուրքի չափը կնվազեցվի 300 անգամ

Գյուղատնտեսության նախարարությունը կառավարությանն առաջարկում է խաղողի օղիների արտադրությունը խթանելու նպատակով նվազեցնել դրա համար սահմանված տարեկան տուրքի դրույքաչափը: Հայաստանի գործող օրենսդրությամբ՝ խաղողի օղիների արտադրության իրականացման իրավունք ձեռք բերելու համար սահմանված տարեկան տուրքի դրույքաչափը կազմում է 15 միլիոն դրամ, եւ այդ պատճառով Հայաստանում խաղողի օղի գրեթե չի արտադրվում:
Գինու առանձին տեսակների (աղանդերային, կիսաաղանդերային, խերեսային, պորտվեյն, մադերա եւ այլն) արտադրության տեխնոլոգիայով պահանջվում է դրանց ավելացնել բացառապես խաղողի օղի, մինչդեռ խաղողի օղու բացակայության պատճառով ավելացվում է ցորենի օղի, որն արգելված է ԵՄ եւ ՌԴ օրենսդրությամբ: Եթե դրույքաչափը նվազեցվի, հետեւաբար կխթանվի նաեւ խաղողի օղու արտադրությունը:
Կառավարության վաղվա նիստում նախապես կազմված որոշման նախագիծը գործադիրին կներկայացնի գյուղատնտեսության նախարարության ներկայացուցիչը: Նախարարությունն առաջարկում է տուրքը նվազեցնել մինչեւ 50 հազար դրամ:
Այս փոփոխությունը մեկ կարեւոր հարց էլ կլուծի. գինու արտադրությամբ զբաղվող տնտեսավարողները հնարավորություն չեն ունենում օղու արտադրության նպատակով թորել գինու արտադրության համար ոչ պիտանի գինենյութը, վերամշակելու բավականին մեծ ծավալ (շուրջ 25 տոկոս) կազմող մնացորդները, ինչպես նաեւ իրականացնելու խաղողի մի շարք սորտերի մթերումներ, որոնք չեն մթերվում գինու եւ կոնյակի արտադրության նպատակով: Այս փոփոխության արդյունքում ե´ւ գինենյութը կուղղվի խաղողի արտադրության, ե´ւ կմթերվի նաեւ այլ սորտի խաղող:
