«Փաստ» օրաթերթը գրում է.
Ֆինանսների նախարարությունն առաջարկում է փոփոխություն կատարել Հարկային օրենսգրքում։ Հայաստանի Հանրապետությունում գործում է ռեզիդենտ հանդիսացող ՀՀ քաղաքացիների (բացառությամբ անչափահասների) եկամուտների հայտարարագրման և դրան զուգահեռ՝ «սոցիալական ծախսերի» համակարգ, որի շրջանակներում հայտարարատուները հնարավորություն ունեն իրենց վճարած եկամտային հարկի գումարներից հետ ստանալ տարվա ընթացքում իրենց (կամ իրենց ընտանիքի անդամների) համար կատարված ու փաստաթղթերով հիմնավորված առողջապահության և կրթության ծառայությունների գծով ծախսերի մի մասը:
Միևնույն ժամանակ նշվում է, որ ոչ առևտրային կազմակերպությունների և զանգվածային լրատվության միջոցների կայուն ու շարունակական գործունեությունը կարևոր նշանակություն ունի անկախ քաղաքացիական հասարակության ու ազատ, անկողմնակալ խոսքի զարգացման քաղաքականության տեսանկյունից։ Սակայն խնդիրն այն է, որ ոչ առևտրային կազմակերպություններին և զանգվածային լրատվության միջոցներին ֆիզիկական անձանց կողմից ֆինանսական աջակցություն տրամադրելու կառուցակարգեր ձևավորված չեն։
Նախագծով առաջարկվում է ընդլայնել ֆիզիկական անձանց եկամուտների հայտարարագրման համակարգին զուգահեռ ներդրված՝ սոցիալական ծախսերի շրջանակը: Մասնավորապես, առաջարկվում է սահմանել, որ 2027 թվականի հունվարի մեկից սոցիալական ծախսեր են համարվում նաև ոչ առևտրային կազմակերպություններին և զանգվածային լրատվության միջոցներին հայտարարատու ֆիզիկական անձանց փոխանցած դրամական միջոցները: Բացի այդ, առաջարկվում է նախատեսել, որ ոչ առևտրային կազմակերպությունների և զանգվածային լրատվության միջոցների շրջանակը սահմանելու է կառավարությունը։
Նախագծի ընդունման արդյունքում ակնկալվում է որոշ ոլորտներում գործող ոչ առևտրային կազմակերպություններին և զանգվածային լրատվության միջոցներին ֆիզիկական անձանց կողմից ֆինանսապես աջակցություն տրամադրելու կառուցակարգեր ձևավորել։
Նախագծի ընդունումը լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն չի պահանջում, իսկ դրա ընդունմամբ պայմանավորված՝ տեղի կունենա պետական բյուջեի ծախսերի ավելացում, իսկ եկամուտների էական նվազեցում տեղի չի ունենա:
